Bregor's Bay
A sprawling metropolis located at the mouth of the Mehraz River. It is a crossroads of trade and commerce, where the roads lead to Kaltenheim in the north, Guildsport in the south, and Volkarde to the west. Its docks receive most of the traveler's from Rusolte and other foreign lands, simultaneously acting as an embarkation point for those looking to travel away from Esverde.
It currently maintains a tenuous non-aggression pact with Volkarde while it attempts to strengthen its trade agreements with nearby Guildsport for their mutual benefit against potential Volkardian expansion. As the chief port on Esverde, the city has made arrangements to provide passage to Rusolte for Sylvan pilgrims hoping to journey to their ancestral home and has enjoyed the economic enrichment that as resulted thereof.
As a neutral haven for all ships-at-port, merchant ships sailing from Bregor's Bay have been the target of aggression from the Duskendale navies in retaliation for harboring smugglers and pirates journeying to and from Terrefore.
Demographics
Bregor's Bay is primarily made up of humans, with small populations of wood elves, dwarves, gnomes, orcs, and halflings. The High Elves maintain a consulate here and have established several mercantile outlets. In Squatters Basin (the slums) small scattered numbers of urbanized goblins can be found.
Government
Bregor's Bay is ruled by a triumvirate consisting of Kirk Swann, Pirate Lord of the Eastern Shores; Tayjia Fleet, Shadowmistress of the Thieves Guild, and Orien Tunkford, Chairman of the Board of Mercantile Alliance of Commerce and Trade. Tayjia is responsible for the city's spy network (The Unseen) who are responsible for maintaining the city's political and economic interests abroad. They currently have active agents infiltrating every major state on the planet with the exception of Duskendale and Lushan. The Unseen also maintain a defensive network within the city to ensure the sanctity of the Triumvirate's secrets. Bregorian common law is similar to other societies, with notable differences being public duels as a sponsored means of conflict resolution and laissez-faire views on piracy and crime on the high-seas. Taxes are collected through duties on incoming and outgoing shipping and a local sales tax on non-citizens.
Defences
The city is surrounded by defensive walls with guard towers at every bend which are manned by the city watch (officially called the Bayswords) at all times with rotating shifts. At five, fifteen, and thirty mile distances outside the city along the roads are manned checkpoints to warn of possible land incursion. The bay itself is patrolled by the city's own Naval forces and independent ships are given tax discounts (along with political favor) for aiding in the defense of the city. The Bayswords themselves number in the tens of thousands, and are an extension of the Pirate Lord who works in concert wth the Unseen under the control of the Shadowmistress. All arms and armaments are provided through deals brokered by Chairman Tunkford who keeps both the Bayswords and the Unseen armed with the highest quality equipment. In conflict, the Unseen have been rumored to sow discord among the city's enemies, leaving them bereft of morale and presenting the Bayswords with an opportunity to pounce upon a broken adversary. While it is unknown where the Unseen make their quarters (if any), the Bayswords headquarters can be found in a large complex in the X district on the northern half of the city.
Architecture
Near the original settlement the buildings are primarily piled stone. Towards the new city center, masoned stone buildings with shingled roofing become the norm.
Geography
Bregor's Bay sits upon the mouth of the Mehraz River with the city divided into a northern and southern half.
Natural Resources
The northern shores host forests in the nearby hills which are processed for shipbuilding while the southern shore has several stone quarries operating which fuel the city's building ventures (as well as providing materials for export). The bay is teeming with fish and the forests are stocked with game.
