Bregor's Bay becomes a settlement

Founding

Pirate's fleeing persecution of Lushanese and Freedholme navies arrive upon an unpopulated stretch of beach in a secluded bay.  Within 200 years the settlement explodes due to their acceptance of war refugees and their policy of asylum to all who ask. In 1633 the population once again booms after survivors of the fall of Everdale begin arriving via smugglers over the ocean.
