Sibra

History

Formerly, for many centuries, the planet of Tria was under Feln occupation and known by the colonial name of Sibra. The Sibran government governed all of Tria except for the Impenetrable Hinterland of the great western continent.   Approximately 120 years ago, the latest in a long line of Trian resistance movements began its push for freedom against the Sibran government and Feln colonists. Unlike the previous movements, this uprising managed to both retake and hold large swaths of territory, slowly and sorely gained over the course of decades. 85 years ago, the resistance movement, now formalized into the Free Trian People's Republic, reached a tentative truce with Sibra, now a shell of its former self and pushed back to controlling only the north and northeastern portions of the eastern continent.   Sibra has continued to exist in this form to the present day, largely self-sufficient as they have lost control of the space elevator and other off world assets that had previously allowed them to maintain contact with and be reinforced by the UFFR.

Government

Sibra is governed by a closed, hereditary oligarchy that combines neo-feudal landholding with corporatist portfolio monopolies. The collective ruling body—referred to interchangeably as the Party or the State—is composed of two concentric tiers of noble families. The inner tier, called the Principal Circle, consists of six major houses that hold permanent authority over core state functions. The outer tier, known as the Council (often called “the Forty Houses”), comprises approximately forty lesser landowning families that administer city blocks, collect rents, and provide political support to the Principal Circle.   There are no elections, and new families are rarely elevated; succession within each house is determined internally, typically passing to the child deemed most capable rather than strictly by primogeniture. Day-to-day governance is effected through the Administrative College, a rotating cabinet of Administrators drawn from both tiers who oversee justice, finance, transport, and other ministries. Legislation is minimal; policy is set through consensus, patronage, and private bargaining among the ruling families.
 

The Principal Circle

The Principal Circle functions as Sibra’s de facto supreme council, holding ultimate authority over national policy. The original six magnate familes were elevated for decisive contributions to Sibra’s reconstruction and governance in the immediate aftermath of the post-war surrender.

  Each patriarch or matriarch bears the honorific Magnate and holds a permanent seat in the Circle. Decisions are reached by informal consensus; there is no formal voting mechanism, but any Magnate can effectively veto proposals by withholding cooperation on portfolio resources. While publicly presented as custodians of stability, the Circle’s members frequently engage in rivalry, marriage alliances, and behind-the-scenes bargaining to expand or defend their influence.
