Council of Elders
A group of nine elders who make decisions for the Watari
Appearance
- No elder is younger than 60
- Only one is a woman
- They wear normal clothing from the Before Times beneath robes that are meant to distinguish them as the Watari leaders
Structure
- Nine total leaders
- Six stay with the overall group of Watari at all times
- Number 7 goes with the warriors when they leave
- Number 8 is feeble and falls behind, his family often staying back to help him
- Number 9 goes off with other groups on diplomatic missions as the elder the others respect the most
- His name is Yuzuru Sasaki

History
- Came about organically when the large group of displaced Watari needed a leader
- In their culture, they historically looked to elders for guidance, so the eldest stepped naturally into the role
- They call themselves something else in their own language; it's the Willowmoorans who call them the Council of Elders
