The High Priestess, regarded as the divine child of Exa’nus, holds absolute spiritual and political power, supported by a large retinue. Below her, the Lich-council of thirteen Arch-lichs governs the thirteen territories, acting as regional rulers, spiritual custodians, and military leaders, while managing political intrigue and power struggles.
