Piscimar
Piscimar are merfolk that possess the bottom halves of fish. As they have long been the Merfolk with the most interaction with surface races, they are typically the first type of merfolk people think of. However, it is important to note that most piscimar that interact with surface dwellers are part of the lower classes. Piscimar lords and ladies are highly isolated from the surface and are typically temperamental and arrogant. Piscimar society is highly structured into kingdoms or city-states, and there are very few tribal or otherwise ungoverned piscimar. This is due to their secret technique to grow giant reefs which allows them to make regions which would otherwise be relatively barren into productive zones as fish and other ocean dweller migrate there. Due to this and their centralization, piscimar consider themselves to be the "first among merfolk", and have no qualms about subjugating other merfolk and forcing them into civilization (under their protection of course). Such proclamations are more often talk than action, as the logistics of doing so for either the Meduzoans or the far off Karpori is far beyond their abilities. Piscimar have no knowledge of the Ceanu or Kmolia, but would certainly claim superiority should they discover them in the future.
Piscimar are great buyers of goblin slaves from Ifyrial. With much of their civilization just along the coast, they tend to hire surface-dwellers to capture goblins and put them on specially-prepared islands. They ensure that the goblins have no ability to build or feed themselves without what they provide and then force them to craft goods that cannot be produced under water. Often, these plantations venture into the realm of cash crops, as long as the crop is not a sufficient food source in itself. This allows them to fully exploit such populations. When necessary, piscimar use magic to go onto land, but they detest both simply being above land as well as the risk involved. For particularly uncooperative goblins however, a show of force can scare them into submission. If necessary, they will also trade with surface dwellers in this fashion, but the preferred method is to build open-faced tanks where they are able to deal equally while still remaining in the water.
