Magister/Magistra Primus

The Magister or Magistra Primus of the Council of Eight at Zalgurim is the public figurehead and represents the city abroad.   They also have a casting vote at meetings of the Council if a vote is split and are the de-facto leader.

Appointment

The Lord Magister Primus or Lady Magistra Primus is elected from the pool of eight voting members of the Council of Eight, known as the Adjudicators. Unusually, all members of the extended council are permitted to vote for their leader, even though the candidates must come from the Adjudicators who are the only individuals permitted to vote in standard procedural legislative votes. The term of office is ten years with one re-election allowed.   After the election, if the count of ordinary voting members has fallen below eight due to the elevation of a new Magister/Magistra Primus, then another voting member is created according to the somewhat arcane rules of the Council of Eight which are too complex to briefly summarise here. Thus there are always nine voting and potential voting members in the somewhat misnamed Council of Eight.

Responsibilities

The Magister Primus or Magistra Primus sets the agenda for debates in the Council of Eight which gives them a great deal of influence in setting policy. Although they do not vote under normal circumstances, they have the casting vote in the event of a four-four tie between the other voting members which gives them additional power.

Accoutrements & Equipment

The Symbol of the Magister/Magistra Primus is a jewelled gold wheel, inset with amethysts and diamonds in two eightfold ring patterns. It is set into the back of the Chair of the Magister/Magistra Primus and is shown in the image at the head of the article.
