There was the king who had limited power but when in wartime he had ultimate authority. below him were a council of nine governors who would be as advisors to the king and also ensure that he followed the laws or the land, and were busy administrating the cities of the kingdom and representing their citizens. below them were generals who were in charge of their legions, marshals who acted as sherrifs and below them were their enforcers who enforced laws under the command of a marshal.

They were abundant in fresh drinking water and would even be paid very large sums of gold to transport large containers of water to nations who were having droughts such as in Sakhem'Ladir.
