M.P. Power Systems and Dynamics
Mollouscopollis Prime has 3 sets of institutions that govern the city known as the 3 Corners of the Cone. The Council Of Conches otherwise known as the Conchinate, The Office of the Head Concho, and the Assembly of Guilds and Merchants, aka as the AGM. Two of the three branches of government are democratic with the offices of the Conchinate and the Head Concho being elected by the citizens of MP. The AGM pick their representatives from amongst their own numbers, though some have louder voices than others.
The 3 Corners of the Cone is an ancient system that has long stood MP in good stead. The Council of Conches puts forth the voice of the people, the AGM the voice of he businesses, and the Head Concho the champion of both. By ensuring the needs of neither group is put before the other, this system has allowed MP to flourish and prosper more than almost any other city on "the 13th". By ensuring that some services such as water, refuse collection, transport, basic health care and education were all paid for with taxes levied on the merchants and trading guilds as well as its citizens, everyone benefitted from a strong and healthy life style that was skilled enough to be an asset to any group they belonged to.
On the surface the system is designed to allow the needs of the population to be met by balancing social responsibilities whilst allowing businesses to flourish. In reality, corruption is rife, and the balance of power is heavily swayed by the rich bribes put in the pockets of the Conchinate in favour of the AGM and its interests. Those who refused to weigh down their pockets and souls with gold found themselves the targets of dirty election campaigns, harassment, and in a few cases the wrong end of sharp blade, very few held onto their seats on the council for long, though a few brave individuals still hold out.
The 3rd corner of the cone is not absent from this, and apart from the few members of the council that stand with him, Salvius Morcant is the brightest of the remaining flickering lights. Morcant has soared in popularity in the last few years with his work on the S.S.S.S. (The Super Sonic Shell Sled) and other public transport systems, such as free sky taxi's for citizens. Morcant is also known for his work on providing food and medicine to children on the streets, and going out to meet his voters and listening to their concerns. Something almost unheard of from any other councillor.
Morcant and his team of fellow councillors fight desperately against the measures of the AGM and their bought votes are bringing about, with rare victories such as the transport systems, however, many other services have all but disappeared.
All 3 groups meet once a month for a week, in a meeting called the the Conch Convention. Here they decide on policies, law changes and other city wide ordnances as well as a host of other matters. The rest of the time the corners are attending to matters closer to home such as civil issues, business meetings or championing initiatives.
