Weighted Hand Accords

After the failed attempts to set off a dirty bomb in Nigeria, and the attempted theft of Canada's nuclear codes. Governments, Heroes & Villains agreed to a treaty for the dismantling of the Inexorable Chapter. Though many disagreed to villain participation, the treaty was not altered in any significant way. The treaty calls for information or intervention by any means necessary on the terrorist group. 

While Heroes work on the behalf of simply saving the world, Villains get an actual benefit to their involvement. When villains report valuable information, turn in captured members (dead or alive), or actually stop one their plans. They get a pardon for one crime that they're wanted for.

This marks the first time governments and heroes have officially worked with villains. They've both done so plenty of times before but never would acknowledge it.

History

In 2005 the Inexorable Chapter tried multiple times to set off dirty bombs in Nigeria. In 2009 they released their manifesto to the world and nearly succeeded in getting Canada's nuclear codes. There have numerous other reports of them being responsible for various terrorist attacks around the world, but have been kept quiet to not alert the public to the true threat they pose.

Public Reaction

The public is split about the Accords. On one hand they are glad everyone is working together to take down the threat. On the other, they don't like letting villains off the hook for crimes especially if they've been victims to those crimes.
