C.A.G.E.
Central American Gang Enforcement better known as C.A.G.E. is a task force put together by a number of Latin countries to not only curb gangs, cartels and militias, but super villains as well. They are remarkably well funded but outmatched by numbers and the powers of the villains alone. But their training allows them to hold their own, and their willingness to kill whoever gets in their way gives them a slight edge. Not only in fights but in recruitment, as the gangs make plenty of money to share, so C.A.G.E. counters that by allowing violent people who wouldn't be allowed on a normal police force to join. Encouraging them to let loose their vicious ways on criminals, receiving a decent paycheck for doing so, and not fearing jail time for being who they are.
