B.O.O.T
The organization known as B.O.O.T is the Bastion of Overwhelming Obstacle Termination. It was started by villains who noticed a trend they needed to stamp out, something they needed to work together on. You see heroes were already a problem, but individually they were manageable. When corporations started offering money and resources to people to become flagship heroes, and those heroes started forming groups, they needed to respond.
B.O.O.T. operates primarily in America, but will travel if they deem it necessary. They aren't really that focused on world domination like the Dominion, even though a few joined that group as well for the opportunities. Or the earths destruction like the Inexorable Chapter, who they deem as fucking nuts. They're old fashioned, they prefer the money, women, power and the fun of doing whatever they want and knowing only heroes have a chance to stop them.
