At the head of the bank is the Director of the Treasury who is appointed by the Secretary of Finance and oversees the entire organization as well as appointing the various subordinates who are hierarchically below this one like the Deputy Director of Treasury. He is the one who acts as a link between the executive and his organization and often informs the latter whether his requests for the budget are achievable or not.
Mandate
More broadly the Public Treasury must create for the government, in cooperation with other agencies, organizations or departments concerned, the State budget on an annual basis, it will be considered effective after it is voted by Parliament of the Republic. He must transfer following this the amounts from sources of state funding along with Central Bank money to departments as well as lower levels.
This one also approve or refuse a possible budgetary extension coming from federal government bodies or donation of funds to other levels of government. It finally has an advisory role for the government's budgetary actions as well as supervision to check whether everything is spent as planned and that abuses are not committed. It must refer any such cases to the relevant agency for their handling and those responsible to be punished.
