Veil of the Ashen Coven

Description:

A strange veil that is similar to a mask in its hardness as it rests on the users face. Though almost at an unknown command, the veil becomes slightly transparant once more and lightly flows on the wearers face. The veil has around fifteen eyes that are scattereda bout it, each having said to have belonged to a false hydra that was slain to make the item. Others believe that those killed by the wearer of this veil have there souls stolen and added to the veil as an eye to forever watch in torment as there loved ones are lured in and slaughtered. The veil is known for its bright white coloration, almost snow like in appearance, with a orichalcum threading added to the edges to allow for the back of the veil to drape lightly over the full head of its wearer.
 

Item Effect:

Allows the user to Permanently Sacrifice Skill Ranks to give themself a Bonus to skills. The amount of skills sacrificed will equal out to the same points added to the skill boosted so long as its a class skill. If it is not, then the points sacrificed are considered 0.5 ranks added per 1 ranks sacrificed.
  This item also grants its user the skill bonus of +10 to all Truespeak checks. However, in exchange, the user is said to not be able to speak the truename of those they have pacts with.
