Forivermoth
In the spring, many members of the nobility flock to this city to experience the wonder of their Spring Festival. I myself have never attended this festival, instead on my only visit I spent most of my time at the Irina's Hearth hostel in the Lower Town, listening to the stories and helping the visitors.
Demographics
There is a small wealthy elite who made their money from trading over the sea, they are mainly situated in the hill top former fort where a long lasting residence means they have large houses and gardens in the very centre of the city.
The majority of the population are very poor, living in the surrounding slums. Their existence is based on what work they can get in the factories and docks, where wages are low and working conditions are dangerous.
Government
The city is run by the small group of elites, claiming that they give deference to the Tsar but really they only serve themselves.
Districts
Upper Town
This district is built over the top of the Lower Town and it less than one hundred years old. The area was built up to replace the Lower Town as a home for the wealthier residents.
The Upper Town is the open and airy district where the town elite reside. It is characterised by its large private houses and open gardens and parks.
The residents are known for their wild parties and frivolous ways of trying to one-up each other with public spectacles. This makes the place popular with visitors who wish to catch a glimpse of these delights.
Lower Town
This was originally the home of the wealthier residents however with the overcrowding of the city they eventually decided to rebuild over the top.
Now, the formerly grand houses and streets form a maze of tunnels inhabited by thousands of residents in a murky underworld.
Slums
Located on the outskirts of the city, this is where the poorest residents live. The narrow streets and run down houses are home to an unknown number of people trying to scrape out a living after being forced out of their rural villages by war.

Can anyone guess what real world city I based this on?
