Solaria
History
Solaria was founded purely as a world to farm valuable crops, rather than food for surrounding planets. Originally, they would use the ex-Guardsmen looking for work as farmhands, but when they started to expect higher and higher pay or moved on, the Solarian landowners had to move to other methods.
The Solarians began to "purchase" criminals or POWs that were being sent to penal colonies, to instead work on the farms. These convicts had no way to "work off their debt", as they would be working until they either fell over dead or could physically no longer be of use. Despite this, many convicts sentenced to penal worlds would hope that they were bought, as conditions on Solaria were highly preferable to those on the prison planets.
The Constans Interplanetary Company (CIC) owns all of the farmland on the world as of fifty years ago, monopolizing the planet and working closely with the higher echelons of government that run the sector.

Demography and Population
90% of the population are the convicts bought by the many landowning families, and this class is called the "chattel". The other 10% are the wealthy landowners, who are all technically employees of the CIC.
Military
The Solarian Overseers are a paramilitary organization, and more of a police force than a PDF. They ensure the chattel stay working, and are not making any plans.
