West Haven
West Haven is the capital of the Sovereignty and is a Haven-City that connects to Baldur's Gate. It is located on the southern coast of The Havens.
The air of West Haven smells thick with the stench of undeath and salt from the sea. Stone-cobbled streets are crowded, but well-kept by undead servitors. Intelligent undead lurk about in different corners, some selling wares, others only threats of death in dark alleys. Nearly anthing can be bought and sold here, even slaves, though Sovereign Citizens don't call them that: They are simply immigrants without visas of personhood. While the city is choked with graveyards, one in particular stands out: The Wall of the Dead, a large obsidian monument with the names and epitaphs of dead citizens and adventurers appearing in gold lettered silent images cast upon the stone, scrolling across the surface.
Standing tall above it all are the spires of the Dusk Chapel, its entrance facing the west, where the sun sets. The hooked eight-sided towers reach the clouds from atop the magically-raised plateau upon which the temple sits, a cathedral to the dark pantheons espoused by the Church of Dusk and Dawn. Nevertheless, only one shrine is housed here, and the dark sky of the new moon is worshiped at every opportunity from its violet-robed worshipers beneath the collapsed octagonal basilica in the center. It is said that beneath the temple lie a mile of catacombs, but the public-facing ones are filled with color and light, a celebration of death in occultic anticipation of the Arch-priest's prophesies of the Long Night.
About the only laws enforced in the capital are the visa and citizenship laws, which is the only direct tax of the Sovereignty. Most enforcement can be overcome through bribes and forged documents however, as many know the Sovereign rarely cares so long as his minions get their cut. The only other enforceable law is the forbiddance of Selune worship, though few know the source of that squabble.
