The Tazzyn Treaty
in 2535 The Republic signs a historic treaty with the Tazzyn Empire, firmly entering their sphere and giving the Tazzyn permission to set up a base in Republic territory. More than forty billion adjusted dollars in aid had been promised in return for the treaty, which ensures the Republic will stay out of the Dhau sphere. The Treaty, proposed by The SDP came in response to the previously rejected Dhau deal.The 1st Amendment
Brought forward by the SDP Party, the 1st Ammendment introduced a framework for how a State may leave the Republic1)A planet or system that is a current member of the Republic may officially withdraw from the republic after a successful vote of public support of over 75% majority with at least 60% voter turn out. 2)Planets or Systems leaving will have to pay back with either:The amendment drew considerate criticism from members of Valiant and the Isolationist parties, but eventually passed with the support of The Centrist PartyA 50% equivalent of all federal funding and social spending received in the past 10 years with a payment plan agreed before separation by the Senate. A Lump Sum as agreed upon before separation by the Senate. 3)The Planet or System that votes to withdraw shall notify the Senate of its intention, to which the senate shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal (inclusive of the terms in Section 2)
The 2nd Amendment
Proposed by Valiant, and with broad support, the 2nd amendment was brought in to provide grater flexibility for member states of the Republic to control the size and compositions of their own Navy.Republic worlds may have their own fleets but each ship must be registered with class and armament with the Republic MilitaryPolitical commentators at the time point to how this amendment to The Free Worlds Republic Constitution may have been key to Vanheim becoming a member state.

Foreign & Corrupt Influences Act (FCI Act)
The isolationist party brought forward a bill to "ensure the security of Republic elections, in the words of party member Morse Cutbill.1) Overhauling Republic Campaign Finance Laws to prevent any donations or involvement in Republic politics by individuals who are not Republic citizens or organizations which are not headquartered on Republic worlds. Acting as an agent for a foreign power/individual (ie: acting as a front for them) is illegal. 2) Establishing a cap on spending by or on behalf of any political party during a given election. Cap to be set at 4W per party for the General Assembly race, and 2W per party for each Governor or Senate race . All parties to submit complete accounts to the Electoral Ombudsman.The bill passed after some amendments where made to the initial proposal following opposition from both the Valiant Party and the Social Democratic Party regarding the initial funding cap of '2W per party in a 10 year period'
Vice President
President Inkerman brought forward plans to introduce A Vice-President. The bill was passed with little opposition, with only a few members of the house feeling it was of little need and importance.The 3rd Amendment
As part of the Vice President Bill, the 3rd amendment was also passed, enshrining the position within the Free Worlds Republic ConstitutionAn office of the Vice President is created which shall replace the President if they die or leave office. The Vice President shall also preside over the Senate and break tied votes.
The 4th Amendment
This amendment will ensure that all members of the Republic may fill the top executive role of their government by whatever means they wish according to their own laws on their planet. This law ensures that planetary governors may be:This amendment further enshrines the right for a planetary government to be appointed by whatever means is determined by the planet itself. The Republic legislative branch cannot interfere except where:
- Elected by universal suffrage
- Elected by an electoral college
- Elected by a closed door committee
- Appointed by a committee
- Hereditary appointment
- The world has risen in rebellion against the Republic
- The governor has been convicted of a serious crime in the Republic courts
- Due to national security of the Republic
Mars Membership Treaty
The hotly debated Mars membership treaty, after some revisions was passed by the cabinet, allowing Mars to join the Republic following a vote on Mars with the vote to join the Republic at 69%.Eden Membership Treaty
The Eden Membership treaty was brough forward and passed by the Cabinet, allowing Eden to become a member of the Republic
- Eden receives the earmarked 10 wealth from the Republic
- Eden is granted an exception to foreign power treaties for the base with the Tazzyn. Once the treaty is up for renewal the Republic senate can veto it if it choses.
- Eden's planetary government is not subject to any future Republic restrictions on how the government is selected.
DNA Travel Check
Following on from intel suggesting Zzenddi infiltration throughout Republic government, discussion began regarding conducting DNA checks for those travelling between Terran Worlds in an attempt to detect any Zzenddi infiltrators. The bill, brought forward by The Valiant Party had support from The Isolationist Party, Vishnu Elpis and The Social Democratic Party with opposition regarding the bills overreach was raised by Gurava and Major Caerson Fife.2550

The Educational Standards Act
Introduced by the SDP, and Senator Herrick Knottman. The bill was withdrawn and revised to ensure the support of the Valiant Party. It passed with only Ravenheart voting against.This bill is intended to set a minimal level of education on all Republic worlds and provide the means and structure for this to be achieved. Once the act is passed, all Republic member worlds will have one year to ensure: 1. That all children of elementary / primary school age (4-11) have access to free or free at the point of use education for a minimum agreed week and at current advised levels 2. That all children of high school / secondary school age (11-18) have access to free or free at the point of use education for a minimum agreed week and at current advised levels 3. The creation of a standardised, non exclusive, Republic wide end of education exam, which will be necessary to enter Republic further education. 4. That no school shall, without good cause, deny the availability of tenure to teachers and faculty 5. That a minimum pay scale as per Teachers Union recommendations, should be adopted a. Where planetary level governments cannot afford to provide these funds, a grant to provide them is available at Federal level 6. Inspections of all schools will begin one year after the act is signed into law. 7. Any schools failing to meet the above standards will be given a full report and recommendations. a. Failure to redress the issues raised by the report will see the school taken into “Special Measures” and Civil Servants deployed to administer the school and move it out of the Special Measures
Campaign Finance Bill of 2555
Proposed by Senator Obediah Heache (VEThe Bill puts a limit all spending by political parties to no more than 5 billion adjusted dollars (5W) per ten year period and ban all PAC money.The bill passed, after much debate, with 71 in support, objection from Valiant Party and the Isolationist Party abstaining.

Brought ahead of the 2560 budget by the Vishnu Elpis led Treasury following pressure from members of the left from Gurava and The SDP VE where given a free-vote , 8 reps voted FOR and 8 reps voted AGAINST. Proposed by Governor Lysander MorelandAmendment to the 2660 Campaign Finance bill - Enablement of party policy spending bill (EPPS) The Campaign finance bill of 2660 limited campaign spending for the 10 year election period to 5 billion adjusted dollars. This bill amends the previous bill to call out an exclusion for spending for party building, and spreading the awareness of parties policies unconnected to direct election activities. Under EPPS, material that does not include the below language, or variations of will be considered exempt from the Campaign finance law of 2660 "Vote for" "Elect" "Support" "Cast your ballot for" "Candidate name for office" "Vote against" "Defeat" "Reject" or any variations thereof This is intended to allow parties to advocate for their message across the republic, ensuring a robust debate around ideas.The bill received overwhelming support from the political right and was able to succeed with the support of The Social Democratic Party

Emergency Powers Act of 2565
In light of the 2nd Zzendi War, the Cabinet, with the aid of Governor Moreland proposed powers to clarify the expansion of executive power during the war.Emergency Powers Act 2565 (1) Subject to the provisions of this section, the President may by Order make such Regulations (in this Act referred to as "Defence Regulations") as appear to them to be necessary or expedient for securing the public safety, the defence of the realm, the maintenance of public order and the efficient prosecution of any war [in which] the President may be engaged, and for maintaining supplies and services essential to the life of the community. (2) Without prejudice to the generality of the powers conferred by the preceding subsection, Defence Regulations may, so far as appears to the President in Council to be necessary or expedient for any of the purposes mentioned in that subsection:- (a) Make provision for the apprehension, trial, and punishment of persons offending against the Regulations and for the detention of persons whose detention appears to the Secretary of State to be expedient in the interests of the public safety or the defence of the realm; (b) authorise - (i) the taking of possession or control, on behalf of the Republic, of any property or undertaking; (Monetary recompense to be later issued if necessary) (ii) the acquisition, on behalf of the Republic, of any property other than land; (c) authorise the entering and searching of any premises; and (d) provide for amending any enactment, for suspending the operation of any enactment, and for applying any enactment with or without modification. (3) These provisions of this Act shall cease to apply after 1 year of the passage of this act of the last reaffirmment, whichever comes later (a) The General Assembly may reaffirm this Act by passing a simple majority vote to that effect.The bill passed unanimously passed the general assembly.

The Dhaka Agreement
The Dhaka Agreement was signed in March 2570 by all major parties and a new Unity cabinet was announced. President Meagher confirmed by Executive Orders that she was "suspending all Federal elections" and transferring the power of the Presidency to General Groff, which took place on March 31, 2570. Propsed by Senator Morse CutNoting the many political disagreements between the various parties of the Republic. Noting that there is disagreement on how well the Republic has prepared for this threat, and the reasons for this. Noting that the Zzendi invasion poses an existential threat to all Terrans, which must be defeated at all costs. We the undersigned pledge: 1) to suspend regular elections to the General Assembly and Senate. 2) to form a Unity Cabinet under the leadership of General Groff, the structure of which is given in Appendix A. 3) to maintain this cabinet for the duration of the war. 4) to maintain cabinet discipline, and to present at all times a unified front to the people of the Republic. 5) to dissolve this government immediately at the conclusion of the war in order to allow new elections. 6) to ensure that prior to that election, any and all intelligence and government records pertaining to contact with the Zzendi, the Zzendi threat, and the government response to said threat is declassified in full and released to the public. The EEA and Hate Speech bill 2570:
Proposed by the Social Democratic Party and the RCP, This bill guarantees full equality for all sapient citizens of the Republic, regardless of origin (biological, artificial, or other). This bill will also make any defined hate speech a criminal offence.Hate speech will be defined as: "abusive or threatening speech or writing that expresses prejudice on the basis of ethnicity, biological race, biological status, religion, sexual orientation, or similar grounds." This act will empower judges to apply unlimited fines and a ban on seeking political office on offenders. Political parties that breach the rules repeatedly can be referred to the Court of Appeals (or other place) and banned from being allowed onto the ballot, subject to a future appeal not sooner than ten years. Persons or organizations making breaches can receive a custodial sentence or unlimited fines.

The Corporate Transparency Act 2590
Passing with 87 votes, this bill proposed by The Republican Centrist Party saw support despite minor critism it was only being passed to placate issues that arised with public trust in the government.Transparency in Government Bill The Republic government recognises that transparency is key to engaging its citizens and restoring confidence in its institutions. The Transparency in Government Bill sets out the measures that will be followed, these include measures already taken and codifies these, alongside new measures. Public Information and Data Access: Republic Government Websites: These websites will provide a comprehensive source of information, including policy documents, guidelines, and the latest news. Data Transparency Initiatives: The Republic government is committed to open data, and will make a wide range of public sector data accessible. This includes information on sectors such as healthcare, education, and finance. Freedom of Information Legislation: This law allows the public to access information held by Republic government bodies, requiring them to publish certain information and respond to requests for information. To preserve national security and ongoing federal investigations some requests may be denied. Parliamentary Oversight and Reporting: Parliamentary Inquiries and Debates: Republic parliament members can question government officials in sessions that are open to the public and will often be broadcasted. Select Committees: These committees scrutinize the Republic government's policies, administration, and spending, with their findings made publicly available. Public Consultation Processes: The Republic government will regularly engage in public consultations on a variety of issues, allowing citizens and stakeholders to contribute their views to policy-making. A landmark bill from Onyx that saw cross party support pass this vote with 96 votes (6 abstensions from the Anarchist Party)RFP and RepInt Reform Act 2594 RFPs jurisdiction is within Republic Space (for Federal crimes), RepInts is outside Republic Space, both protect the Terran people. RFP and RepInt require senate oversight committees each, The RFP committee has a representative of the planets inside the Republic, they are privy only to information on their planet. Standard policing is left to the member Planets and should RFP require to engage in operations on the planet, the Governor should be made aware within reason. Addendum to the act The definition of Federal Crimes: crimes committed by persons or organisations across multiple worlds. crimes against Republic employees or property. crimes linked to foreign entities crimes involving government corruption or malpractice, local or federal.
Defence Regulations Act 2594
Proposed by The Isolationist Party as a accompanying law to the RFP and RepInt Reform act, this bill passed with all parties of the Carrero Administration voting in support. Passing with 74 votes.Defence Regulations Act 2594 An act to define limits on the use of armed force by the Republic military, and update the Reserve Fleets Act (RFA) 1) The purpose of the Republic military is to defend the Republic and the Terran people against hostile foreign forces. The military shall not be used for law enforcement, except as defined below. 2) Piracy Exception. The Republic Navy may conduct anti-piracy operations within Republic space. This does not permit operations on any Republic world. 3) Insurrection Exception. Where conditions on a world exceed the capabilities of local and federal law enforcement to respond (for example, widespread insurrection or revolt against the government), a state of insurrection may be declared, permitting the deployment of any forces needed to restore order. Such a state shall be declared by either: a. the mutual assent of the world's governor and the President. b. a declaration from the President, endorsed by a majority vote in the Senate. 4) Nothing in this act shall prevent the Republic military from providing non law enforcement support to world governments, e.g. for disaster relief. 5) The RFA is amended to set the compensation for losses incurred to 100% of replacement value for Reserve Fleets.

The Millenium Community Tax Bill
Brought forward by the Onyx , this hotly debated bill saw Gurava delgates switch their votes midway through the voting period.The Millenium Community Tax Bill Introduce a new tax exemption for Registered Non-Profit Charities and Registered Religious OrganisationsIn a surprise to many, the bill passed with support from the SDP with key members stating that the Millenium Tax Bill was a "campaign pledge, which insiders are attributing to Vice President Sevoy Panikkar (SDP). Onyx floor leader Jander Speck (ONX) called the bill "a fantastic way to thank the hard working folks of faith who do so much and ask for so little. The money they'll save in Federal taxes, they'll plough straight back into helping people."
The Interplanetary Revenue Protection Act 2605
This bill sponsored by the SDP, drew hot debate over it's legislation of tax code outside of the Budget.The IRPA restores common sense taxation levels and closes the more prominent loopholes which have been used to engage in tax avoidance. The additional taxes raised from this legislation will go to fund the war effort.The vote passed with a majority of 67, with The Isolationist Party breaking away from other right of centre parties to support the bill
The Vodhyonna Operation Act 2605
As the Dhau war drew on, the Republic began to focus its efforts on the liberation of the occupied world of Vodhyna. The constitution prevented Republic Intelligence from operating within Republic space, so the Republican Centrist Party introduced this bill to allow Republic Intelligence to conduct operations during the war, as the planet was held by the enemy. This was passed effortlessly, with overwhelming support from the opposition.The RFP and RepInt Reform Act 2594 restricts Republic Intelligence from operating inside Republic space. This legislation did not predict the circumstance of a Republic member world being invaded and held by aggressive, unprovoked, and despicable attack and so currently bars RepInt from operating on the planet. This bill would remove that restriction from RepInt for the duration of the war with the Dhaugosk and allow them to operate with their normal purview and range of duties. For the avoidance of doubt in circumstance this bill must be reauthorized every 10 years if it has not already lapsed from obvious circumstance. For the avoidance of doubt, this is a Federal Law.
Bribery Act 2605
Introduced by the Republican Centrist Party, the bill passed unanimously and was hailed as a proportional and just reform by the more conservative parties.In order to promote fairness, ethical behaviour and economic growth the Bribery Act will establish corporate liability for bribery by their employees; and ensure "gifts in kind" fall within existing bribery legislation 1) Liability: The Act encourages companies to implement adequate procedures to prevent bribery. Organization's and employees may be held liable if they fail to prevent bribery; however, companies will not be held accountable if they can demonstrate that they had effective safeguards in place to deter such conduct. 2) Gifts In Kind: Bribery may involve direct cash payments, offers of goods or services, favorable contracts, or any other incentive offered to improperly induce someone to do or not do something. For the avoidance of doubt, this is a Federal Law.
Governors Amendment 2607
In the leadup to the ratification of the new Republic constitution, there was still a large amount of doubt cast on whether a number of worlds would ratify the constitution. This constitutional amendment, introduced by Onyx was controversial, but eventually passed almost unanimously. This bill is largely credited for keeping some of the more anti-federalist worlds in the Republic. Demba Madawi considered this bill the culmination of his career.Section 1: Autonomy in Selection of Governors Each member planet has the innate right to select its Governor according to its own customs, traditions, and legal frameworks. Section 2: Protection of Hereditary and Non-Elected Governors The rights of planets to have Hereditary Governors or Governors selected through non-electoral means are explicitly protected. Hereditary and non-elected Governors, once selected according to their planet’s established procedures, shall enjoy full recognition and legitimacy within the framework of the Republic. Section 3: Authority of Governors Governors shall retain full executive authority on their respective planets, exercising all powers and duties inherent to their office as determined by their planet's traditions. Governors have a duty of care towards the Republic and are expected to ensure that their world's government upholds its obligations under the Free Worlds Republic constitution and laws. Section 4: Empowerment of Senators Senators are expected to represent their planet's interest in the Senate, and are appointed via a means determined by a planet's Governor, they shall serve in the senate a maximum of 3 terms.
Membership of the world of Minos
The AI colony of Minos applied for full membership of the Republic. This was passed by the GA with only Onyx and Ravenheart voting against. The Isolationist party had to whip some of their members to vote for the world to be accepted. This dissention led to Ravenheart challenging the decision in the Senate, where the Isolationist Senators were once again whipped to vote for the measure. The Corporate Responsibility Act (2610)
Introduced by Gurava, the vote passed with a majority of 68, with Onyx and the Isolationist Party voting against.A corporation can be held liable and fined in the case of harm to workers due to faulty equipment, or equipment not properly maintained and willfully negligent managerial decisions. Corporations can be held liable and fined if their operations are found to cause irreperable damage to the natural environment, as per local planetary guidelines (exception made for Terraforming operations, who fall in a different category)
Freedom of Debate Act 2605 (ISO)
Recognising the vital work GA members, Senators, Governors and the President & Vice President do in representing the wishes and interests of their constituents. Noting the vital importance of free debate and exchange of ideas to the health of our democracy 1) anyone holding one of the offices listed has complete immunity from prosecution for all statements made in the course of their duties. 2) this immunity shall not extend to disclosure of classified informatioProposed by ISO in 2605, the Vote was finally brought to the floor by Onyx in 2610. It was passed with 52% of the votes by the government coalition.
National Service Legislation
Onyx proudly introduces the National Service initiative to the House, proposing a mandatory one-year service program for all Republic citizens under 21 who are not enrolled in education. This program will be divided into two key areas: Military Service: Citizens will have the opportunity to serve in the Armed Forces, reinforcing national security and fostering a strong sense of duty and patriotism among our youth. Volunteering with Registered Charities and Faith Groups: Alternatively, young citizens may engage in community service through partnerships with registered charities and faith organizations.The National Service Legislation was passed with 52 votes from all of the Goverment Parties (ONX, ISO, TU and RHC). The Nanite Safety Act 2610
After consultation with Tranoan, Gannid and Terran scientists, as well as with several corporations, we have concluded that Nanite usage should only be done if used with caution and observing standards of safety. All corporations must observe basic safety standards in their nanite use. All new corporations that wish to use nanite technology must apply for a license from the government proving they are putting the right measures in place to observe those safety standards.This law, proposed by Gurava enabled needed Tranoan support during the Dhau war. It recieved cross-party support with only Terra Undivided voting against.
Psionic Registration Act 2610
Proposed by Terra Undivided, the controversial bill saw fierce debates before this version was submitted for a vote. The Canazarro administration backed the bill, whipping the support of the Isolationist Party. It was challenged in the Senate by Gurava and defeated after the Isolationist senators voted with the opposition parties.All adult citizens who display psionic abilities are required to register themselves as such on their world of residence.
The Anti-Piracy Act 2610
Proposed by Stop The War, the law was passed with support from every party, with the exception of Ravenheart.Enshrining space piracy in law as a federal crime, empowering federal law enforcement with the latitude to take action against piracy within Republic space both independently and in concert with local agenciees

Proposed by Onyx and building on the Guardian Tax of 2610, this was passed with only the Republican Centrist Party voting against.This bill aims to bring the economy into a soft landing following the 3rd Dhau-Terran War. Individuals with liquid income within these bands will be taxed accordingly to spare the workhorse that is the Hansa and the everyday citizen who have already contributed so much to our nation. 1-5w income: 0w 6-10w income: 1w 11-20w income: 2w 21-30w income: 3w 31-40w income: 5w 40w+ income: 7w" This Will expire within 5 years and will need to be renewed
Sacred Sites Reclamation Act
Proposed by Heart Of Terra, it passed with bipartisan support, with only the Social Democratic Party and KA abstaining.To preserve and restore the Terran Republic’s cultural and spiritual heritage by empowering recognised faith organisations to reclaim and maintain derelict or disused religious sites for the public good. Key Provisions: Reclamation Authority: Recognised religious institutions may apply to acquire derelict or abandoned religious sites listed under the Federal Heritage Register by submitting a Restoration & Access Plan (RAP) to the Department of Interior and Cultural Affairs. Anti-Land Banking Enforcement: Owners of listed sites who have left them derelict for over five years without registered restoration activity may be compelled by federal mandate to sell the site at a fair market valuation, determined by a neutral tribunal. Restoration & Maintenance Requirement: Approved sites must be seen to have made meaningful progress within three standard years of transfer, maintained to public safety and preservation standards, and remain open for non-exclusive public visitation at least four days per week. Non-Exclusion Clause: Reclaimed sites must be accessible to all citizens, regardless of faith, except during designated ceremonial hours. Oversight: The Secretary for Cultural and Civic Affairs shall chair an interfaith and bipartisan oversight panel to monitor implementation, review compliance, and mediate disputes
One Nation, Many Worlds: 2620
Proposed by the Imperial Party, this was passed with the support of the parties of the Dando administration, after a mass walkout by the VPP, SDP and KA.Unity is the bedrock of strength; through shared education, holidays, and values, we forge a single identity across many stars. As the Terran space spans vast distances and countless cultures, we must rise to the challenge of the youth of our state and distance with tools of connection, learning about one another, celebrating one another, and building pride in a shared civic future. This bill establishes five new public holidays annually, each one honoring a different aspect of Terran space, honoring the unique contributions of the worlds within them and how we are stronger through their membership. Additionally, it offers tax incentives to planetary governments that adopt a standardized civic education module for ages 4 to 18, teaching the structure, duties, history and obligations of the federal government, as well as the diverse histories and identities of the Republic’s many worlds.
The Power to Work Act
Proposed by Onyx, this bill garnered near unanimous support, with only the Valtanist Popular Party voting against, citing Federal overreach.This bill introduces small increase to the Federal Minimum Wage. It also provides targeted tax relief for low-income earners to offset essential expenses such as travel to work and childcare. Through targeted support, the bill will ease the burden on working families and make sure every citizen has the power to build a better life through honest work.
Membership of the world of Mirador
The AI colony of Mirador applied for full membership of the Republic. This vote was brought forward on their behalf by the Dept of the Interior. According to its application, it is home to ten million AI citizens and has the usual very high economic output. This bill was passed with Onyx,Heart Of Terra and Valtanist Popular Party abstaining.Overturn Executive Order 210
The bill was brought forward by the opposition against President Wren Dando's Executive Order 210, which suspends the right to filibuster a budget bill, as the presiding officer can now block a filibuster attempt. The Order was overturned with the opposition parties united.Membership of the world of Calico
The world of Calico, which was a protectorate of the Republic since, wished to apply for full membership of the Republic. This motion has been raised on their behalf and by the Ministry of the Interior. The vote was successful, with Onyx, Valtanist Popular Party abstaining again and Heart Of Terra voting against.Emergency War Provision: Hansa Fleet Draft: 2625
Proposed by the Imperial Party, this bill was passed almost unanimously, with only Onyx dissenting.In times of war, critical economic assets must serve the state in the defence of the people. This provision aims to ensure we are never caught unprepared again. Upon declaration of war the office of the President gains the ability to draft the Hansa escort fleet. The President may request the extension of the provision every 5 years, subject to the will of the GA and Senate. If any party wishes to contest the extension a GA vote is to be called, which can then be challenged in the Senate as normal. For clarity, the GA may not seek to block the provision until the extension period is requested after the initial 5 years.
