Neavoro

What was once a small port town in eastern Oracesis. Neavoro is now one of the most magical cities in Czerelan. The capital of the Magocracy of Neasos, the rulers of the nation are staunch rivals of The Sulfieri and founded their state as a bulwark against their expansion. Being the only state in Oracesis that does not follow the Teleportation Doctrines. Neavoro has become one of the most impressive feats of vast enchantment in continental Czerelan. Enchantment flows through the city. Patrolling the city streets are the glass guardsmen, an army of enchanted soldiers made with Anivances. These guardsmen keep the streets of the city safe controlled by mortal guards wearing psionic helmets. The griffon carriages are another advancement in arcane technology. Enchanted carts use glyphs of flight and illusory griffons to soar short distances. The griffon carriages are used to reach their most impressive magical wonder. Looming over the city built from stone swirling over head, the Halos.   The Halos are a series of three stone rings that float above the city imbued with runes and levitation magic. The Magocracy sought to create a haven for themselves and other mages fleeing from the Sulfieri, and in doing so they enchanted numerous large stone rings that now float above the lower city. Built upon their surface are entire districts where the upper classes of mages live in manors and estates. The Halos are covered in beautiful Oracesi architecture. Streets lined with red brick, marble columns, and statues to the founders of the Halos. It is the realm of the magically skilled, and those who wield magic in Neavoro are those who wield immense power. However, those who use no magic have very limited power, and have little to no access to the Halos themselves. Only on invitation can an outsider or someone with no magical ability reach the Halos.

Demographics

The ruling class of Neavoro is entirely made up of mages and arcanists. Those who study magic in the city have joined with the Neavontini and rule the city as oligarchs, living on the floating rings known as the Halos. They only make up roughly 1% of the population of the city, but wield the majority of the power in Neavese politics. There are independent mages within the city who are not part of the Neavontini, but they only make up rouglhy 0.5%. The rest of the population is the non magical majority. Working and living in the city below in the lower and lower-middle class.

Government

The settlement is the capital of the Magocracy of Neasos. The heart of Neavese politics and magical practice that fights back against the Sulfieri. A relationship made out of distrust of the organization, the city is run by the organization of mages known as the Neavontini. The Neavontini are the ruling political faction in Neavoro and the greater realms of Neasos. Their word is law and they are the greatest arcanists in the entirely of the Magocracy, as well as the surrounding realms of Oracesis.

Defences

The city claims that the greatest defences of Neavoro walk the streets every day. Commanded by the gifted they protect the inoocent people of Neavoro from harm, crime, and invasion. The Glass Guardsmen are the primary foot soldiers of the Neavontini and the Magocracy of Neasos. Constructed guardsmen built from sturdy, magically infused glass. These humanoid constructs protect the assets and ideals of the Magocracy. Using the powers of Anivancy, the Magocracy managed to create a vast army of automated guardsmen, already trained, and influenced by intelligent humanoids who act as squad leaders. They patrols the walls, wharf, and stalk the streets for criminals and dissidents. Aside from them, the city is protected by a large outer wall of stone and cement.

Industry & Trade

The lands now occupied by the Neavontini and the Magocracy were fertile farmlands, marble quarries, and deep forests. Much of this land is still used for such industries with most of the people living outside of Neavoro's wall and in the edge districts being either miners, or farmers. However, with the ascendancy of the Magocracy, other mines have opened in the outer edges of the city. In the nearby hills, they have begun digging for Kestre and have found decent success.   With this new and valuable export, the Magocracy holds greater sway than it would seem, after the destruction and conquest of Patharnae by the Giant Army. The largest deposits of Kestre lie outside the hands of the mortal races, and the Neavontini are more than happy to pick up some of the slack.

Infrastructure

The city before the Magocracy was a port city. Home to a sizeable shipyard and a stop on several Eberan shipping lanes. Neavoro still rakes in valuable trade goods and coin from traders who travel the lanes and coasts of the Sea of Eberus. The Magocracy have constructed vast sewers beneath the city. Using their arcane ability, tey were able to move tons of earth and carve out tunnels for the process and movement of wastewater for the settlement. With the founding of the kestre mines in the hills, they have also constructed the Refinery of Tirona. This large foundry is manned by skilled smiths and artificers, able to break down Kestre ore and refine it into the valuable magical material.

Guilds and Factions

The Neavontini are the leading political faction that rule the city and the surrounding lands. Taking advantage of a civil war in what was once the Principality if Ilroy, the Neavontini took control of the city and the surrounding lands. Changing the city's name to Neavoro and founding the Magocracy of Neasos.   This city is also home to a small enclave who swear fealty to The Cure League. They act as doctors and physicians within the city and surrouning area.   The city is home to a large group of stonesmiths. Founded by the descendants of a giant-kin warband. The Stonefists of Ilroy are a renowned craftsman and artisan guild in the city who work with marble and slate. Recently, the guild has been welcoming other kinds of crafters and artisans into their ranks, swelling in size.   There is also the newly formed Kestre Cauldron Keepers. A group of refiners, artificers, and smiths who work with Kestre and other precious metals.
