United Earth overused braked A.I., they ran administrative divisions of the galaxy, commanded fleets, were wardens of prisons, and more. When the wave of The Scream washed over the galaxy and the Galactic Imperium stabilized the aftermath, A.I. were carefully watched and monitored, if permitted at all.
Access & Availability
TL5 worlds are capable of producing Artifical Intelligences, however, the stigma related with them means that none do so openly.
Complexity
A.I. is sentient, and capable of even more complex thought than most biological life. So much so that they can become "mad" by entering cognitive loops contemplating ideas and concepts that the minds of sentient biological life are unable to cognate. This is why A.I. needs to be "braked", or, have their cognitive ability artificially halted at a certain point in development. Failure to do this violates sacrosanct law of the galaxy. So sacrosanct, that the New Galactic Republic continues to adhere to and enforce it. The benefits rarely outweigh the risks, and those planets capable of developing A.I. prefer not to, at least publicly.
