Vyroing
Vyroing is the most famous, or rather infamous, settlement in the Lhodos Tundra. It is ruled by the self-proclaimed King Flurious, a tyrant who oversees those beneath him through military force and works his people harshly in the region's quicksilver mines. It is dangerous, desperate work that many of the citizens partake in according to their cruel king's design, Flurious having shaped their society to give the people no other way to earn what they need to survive.
The quicksilver mined is largely exported in exchange for food, though only King Flurious and his noble supporters are kept well fed. They feast while the peasants survive on scraps; meanwhile, what gold isn't fulfilling the indulgences of the king's court finds its way almost entirely into his coffers. The guards who oversee these cruel conditions are made almost entirely of noble's children, both bastards and those far down the line of succession. King Flurious is wise enough to keep his guards well treated and select only those who mimic his own cruelty to serve, thus ensuring he retains their loyalty.
Most of the citizens of Vyroing are snow elves or silver or white dragonborn, peoples naturally resistant to the tundra's cold, though others can be found here as well. Triton, aaratica, and goliaths originating from the nearby settlements of Yorme and Copper Run are the next most common, with all other peoples being minorities. While the citizens have been thoroghly beaten down through decades of King Flurious' abuse, there are whispers that some have begun to fight back. A Voiceless Defiance that seeks to end the injustices Flurious and his followers force upon Vyroing, though by what means remain to be seen.
