Outer Ring Park District
Located directly at the gate of the city, a specially dug out sector of soil with beautiful varied trees planted all around in addition to various flowers. Sponsered by the Hearthfire Guild.
Government
Funded as a 'gift' to the people by the Hearthfire Guild, pretty obviously a tourist attraction.
Defences
A few guards spread throughout. You can pick the flowers but not any fruit from the trees.
Industry & Trade
Growing fruit on trees, and some people gather flowers to sell.

Tourism
Many people come to look, and it serves as a beautiful (and slightly deceptive) introduction to the city, hiding the factories and slums of the outer ring and leading to a gate to the middle ring.
