Elven City Guards

The overarching organization that protects an Elven city's inhabitants from various internal threats.

Structure

Patrol Guards

The majority of city guards are young to middle-aged men who are trained for facing smaller, everyday threats. The patrol the streets in small squads, watching out for signs of trouble and being available for any citizen who needs help.

Guard Command

The patrols are managed by elder patrol guards who withdrew from active service. Typically, every district has one guard captain and two or three lieutenants. They plan the routes and allocate patrol guards to them, based on the amount of criminal activity that was observed.

Investigators

Investigators are women of any age who examine crime scenes, question witnesses and interrogate suspects, and draw conclusions from the collected forensic evidence. They are typically called in when the culprit escaped or an "accident" looks suspiciosly non-accidental.

Compliance Enhancer

When a suspect refuses to answer the investigator's questions, the latter calls in a man trained in physical compliance enhancement - or, to put it bluntly, torture methods. Those methods can range from a simple beating to the skillful application of pain-inducing devices or substances. Typically, the suspect's social status dictates what methods are deemed appropriate.

Public Agenda

The city guards protect the population within larger settlements. They also assist with threats in nearby towns and villages when needed. This way, they make sure that every normal citizen can work and enjoy their spare time without worrying about criminals.

Collaborations

Military Forces

The city guards are focused on internal threats, such as violent crimes or theft. In addition, every major city has some form of military stationed there for handling external threats.
  For example, port cities like Sil'heva have a navy that deals with pirates. Cities along borders have army batallions that deal with invaders from neighboring kingdoms.

Elemental Inquisition

The Elemental Inquisition has branches in every major city, ready to investigate extraordinary cases. They often work closely with the city guards, exchanging information with the investigators and stepping in when a forensic team is not equipped to deal with foreign magic.
