Elven City Patrol
A squad of armed Elven men who watch out for trouble in a city and intervene when necessary.
Composition
Manpower
Each squads consists of four young or middle-aged men.
Equipment
Of the four squad members, two are armed with halberds and two are equipped with a short sword and a medium-sized shield. They wear medium armor to block attacks from small blades, axes, or blunt weapons.
Most criminals they deal with are passive magic users or untrained in their attunement, since active magic users have far safer and more reputable career options. For that same reason, people skilled in manipulating the elements are less likely to work for the city guards.
However, city guards are occasionally called to end fights between working-class people or arrest a young noble who drank too much and lashed out. Therefore, their equipment is designed to withstand offensive uses of magic, such as bursts of fire, the piercing impact of an icicle, or attempts to melt them via Lava turning.

Tactics
In most cases, combat training is enough to give them an edge over untrained or self-taught criminals.
"But what if we face a wielder?" - "Eh. Magic requires concentration. And it's hard to focus when you've been stabbed or cut."In the rare case when they have to confront an active magic user, they fan out and try to surround that person. This way, the attacker is forced to divide their attention, making it easier for one or more guards to close in and injure them. Once a wielder is injured, they will struggle to achieve the intended effect, and Magical Exhaustion will set in even faster.
"So what about the Werewolves? What if they turn into those giant beasts, with their sharp claws and teeth?" - "They are dangerous, yes. But they will still bleed after a hit from a halberd."In districts with a sizeable Werewolf population, patrol routes are more dense so that reinforcements are never far away. Those few guards who are active magic users often get assigned to those squads, to give them a strategic advantage.
