Galactic Community Development Fund
The Galactic Community Development Fund (GCDF) is a Galactic Community agency tasked with aiding underdeveloped star nations. Founded in 2312 CE after the passage of the Development Aides for a Prosperous Galaxy resolution, the GCDF is headquartered on the planet of Ladnah, capital of the Glebsig Foundation. Large and economically powerful states (particularly those on the Galactic Council) pay into the fund, which then distributes resources in a responsible manner to less-developed star nations.
The original resolution that created the GCDF was proposed by the United Nations of Earth and the Glebsig Foundation in early 2309 CE. After a brief period of negotiation, the Kingdom of Yondarim (and by extension, the entire Divine Compact) agreed to support the resolution. While the vote was expected to be fraught, unexpectedly, both the Tzynn Empire and Minamar Specialized Industries supported it. These states wished to use the Fund to control the development of what they viewed as 'lesser' states through their positions on the Galactic Council, causing a rift in the Interstellar Concord. Both the Roccan Resistance and Free Peoples of the Fall immediately dropped their support for the resolution, citing opposition to MSI. Ultimately, the resolution was amended to create an independent agency overseen by the Council but not subservient to it. This version of the resolution is the one that ended up passing, though both the Roccan Resistance and Free Peoples of the Fall continued to oppose it.
By Galactic Law, states considered to be 'well-developed' are required to pay into the Development Fund, depending on the size of their economy. The United Nations of Earth is the single largest contributor, followed by the Kingdom of Yondarim and Orbis Customer Synergies. The GCDF provides both direct aid in the form of emergency relief, as well as long-term investment aid like low-interest loans and policy advisors.
