Galactic Council

The Galactic Council is the executive body of the Galactic Community. Formed in 2273 CE, the Council consists of four members of the Galactic Community that are voted into office through regular elections. Each member of the Council has the power to veto any resolution put forth by the Galactic Senate, and can call for emergency sessions of the Senate to debate and vote on resolutions. Additionally, members of the Council are permitted to begin votes on Community-wide sanctions targeting specific star nations or other organisations.

The origins of the Galactic Council can be found in the first session of the Galactic Community. Constant infighting and arguments plagued the session, and very little legislation was passed. Some legal scholars proposed an executive body for the Community that would allow for more efficient use of time and Community resources, instead of wasting them on what they considered to be 'pointless arguments'. The first resolutions calling for the creation of an executive body were put forward in the second session on Tzynnia, but it wouldn't be until two decades later that they finally had widespread support. The Galactic Council Resolution of 2273 CE was passed nearly-unanimously, with only a few states like the Roccan Resistance and Kilik Cooperative opposing it.

Initially, the Council had three members, voted on by the Community as a whole. The initial members were Minamar Specialized Industries, the United Nations of Earth, and the Kingdom of Yondarim. These three states solidified their position on the council, repeatedly winning re-election with the aid of their established power blocs. However, with the humiliating defeat of MSI during the Concord-Minamar War in 2336 CE, it lost its Council position in the following election, replaced by the Tzynn Empire. As part of the Tzynn ascension to Council member, they agreed to support the Voor Technocracy's bid at expanding the Council to four seats, rather than three. In 2343 CE, the Council was expanded and the Technocracy became its fourth member.

In addition to the more well-known powers of vetoing, denouncement, and calling for emergency sessions, the members of the Council have additional rights and responsibilities. They are required by galactic law to pay into the Galactic Community Development Fund alongside other wealthy states, which provides aid to less developed star nations. They are also responsible for maintaining the Galactic Threats Committee, a GalCom agency responsible for researching potential galaxy-wide threats to all sapient life.

Though the power has not been used yet, by galactic law, a member of the Council can be elevated to the position of Galactic Custodian by a majority vote in the Senate. The position of Custodian is reserved exclusively for times of extreme crisis, and grants sweeping legal and military powers to the nominated state, but is term-limited and must be extended by another vote. The position's inclusion in the resolution establishing the Council was proposed by a number of xenoarchaeological scholars who had been studying the various precursors of the galaxy, noting that many states had collapsed and species gone extinct due to their inability to decisively face existential threats.
