Steall

One higher than an emperor is in your presence." - Steall Ulrin the VastThe title of steall has been an ever shifting one, at first they were simple regional governors appointed by the emperor of Ruschez, then they became local kings that answered to the emperor but had their own heirs. Now in their current form, they are regional rulers that answer only to themselves and ousted the emperor's power long ago. This, however, is once again being upended, by the controversial Emperor Tyrian who had begun to seize power out of the hands of the stealls and back into the imperial authority. As the stealls either scramble to hold onto their power or bend their knees to the new status quo, the political scene of Ruschez is changing and it is all focused on this ancient title.

Be born to the previous steall.
Responsibilities
Give their major resource and spread it across the empire and keep the peace within their domain. Each domain has their own taxes and requirements for being recognized as residents of their domains.
Benefits
A steall live lives of luxury as long as their domain flourishes, at least that is the intent. And while that is still the case, there are ways for stealls to acquire wealth independent of their realm's state.
Grounds for Removal/Dismissal
There remains provisions for stealls to be overthrown by the emperor or an appointed heir chosen by the people should the emperor be unable to.
History
The title was first created by the Emperor Casimir Montes-Ruschez when governance became too overwhelming for one man to handle.
Cultural Significance
Stealls have defined the governance of the empire, separating it from similar empires in history which left all the power and work in the emperor's hands.
