United Nations of Sol-Aligned Systems
The United Nations of Sol-Aligned Systems, also known as the United Nations of Sol, or simply just Sol, is a multiplanetary federation controlling much of Human Space. It is considered to be a federal democracy, with member states stretching from multi-planetary regions, to minor nations on Mars. While the federal state has matters of rights, security, economics, and diplomacy, its member states have varying degrees of autonomy. It has a diverse population of human and non-humans, stretched from tiny asteroid habitats to superearths, and everything in between. Sol has suffered numerous internal conflicts, wars, and setbacks. Despite being the most advanced and powerful of all the Human states, it is struggling at the seams, threatening to collapse. It is a time of great change for Sol, and it must either adapt or die.
The Democratic Alliance (DA) is a relatively new party, rising from the merger of the Solar Democrats and the Progressive Alliance, who have largely thrown out their most radical and passionate members in favour of a watered down, pro-democracy and pro-federal government message in the years following the Serajji Conflict. This has earned them a newfound popularity amongst the traditionally pro-status quo Core Worlds, owing to their largely liberal and democratic views, in addition to the outcry of many former members. The DA has become a sizable political force in the new century, undertaking civil projects such as engineering improvements and an increase in funding to projects such. Despite an increased funding to federal projects, the DA has also assisted in corporate expansion, including greater ties with non-aligned systems. This has led to the rise of the Organisation for Cooperation Between Planets, who have opposed some of the Democratic Alliance's domineering attitude.
The Libertarian Party of Sol (LPS) believe that the Government should stop meddling in the affairs of the free market. While pro-megacorp, they are not pro- any specific one. They represent the affairs of the corporate classes of Mars and the Sol Central District, but struggle in economically deprived areas. They have no interest in taking the seat of the Secretary-General, and are content to be the corporate party, a safe choice for all corporate representatives in the Assembly. Their primary voting block is rich, Corporate Types, and people who love to consume corporate products. They are most popular on Theia and Luna, which serve as their core voting block. They represent the views of the corporate class, and by extension, a large part of Sol's backbone.
The Sol Conservative Party (SCP) is a shadow of its former self. Having spent much of the late 70s and 80s in charge of the Senate, they enacted a series of sweeping reforms including privatisation, the weakening of trade unions, and placed emphasis on free market capital ideas. Their governance came to an end following the beginning of the Serajji Conflict, leading to the election of the DA and Jo Olarewaju. In the build-up to the Conflict, the SCP spent years denying the possibility of Manoran attack, including reports from intelligence agencies of imminent attack, leading to Sol being caught largely unaware and suffering heavy losses, as well as the enactment of many jingoist and pro-war policies that changed the political landscape between the UNSAS and the GC forever. They have since focused their efforts towards traditional paternal conservatism and are seeing a surge of popularity on the planet Lordania. Their primary base is Paternalists, Neoconservatives, and Big State enthusiasts. They controlled both the senate and the Secretary-General from 2278 to 2294. Their leader, Hilda Hatcher, was the 6th Secretary-General until she resigned in 2293. Her successor, Jacques Croussier, lasted only 6 months, being remembered as the shortest lasting Secretary-General who's governance was consumed entirely by Serajji Conflict.
The Social Democrats are one of the oldest parties in Sol, that calls for Socialism within the State. They are not 'true socialist', and do not oppose the capitalist system. Instead, they call for the nationalisation of vital industries and infrastructure, as well as enforced worker rights, and state social nets. They were directly responsible for the nationalisation of the Gateway Service, the Postal Service, and the Health Service. They were voted out in favour of the SCP in 2278 following a scandal. Since then, they have enjoyed significant popularity across Sol, though have yet to secure the Senate since the days of Lee Myung-bo, the 5th Secretary-General of Sol, having controlled the Senate from 2246 to 2278. They are popular across all of Sol, largely with the youth and outside the core worlds.
The United Green Party (UGP), is a cross-spectrum political party, comprised of people on the right and the left with aligning beliefs of pro-conservationism, pro-ecology, anti-climate change, and anti-industry. Most recently, they have been fighting for a cross-party policy on pollution and waste disposal. As Sol largely leaves these measures up to member states, some planets suffer from pollution and mismanagement, potentially running the risk of causing serious climate disaster akin to Earth. As a result, the Green's are actively pushing for wide-scale reform and for punishing corporations who violate existing ecological treaties. The UGP owes much to those who fought against climate change in the 21st century, and in many cases directly links itself to historical environmental protest groups. More recently, a sect of the UGP known as the 'Children of Greater Gaia' have been calling for direct action against an uncaring corporate face.
An offshoot of the former PAC, the Sol Reform Party (SRP) continues the aims of the previous party, which include a focus on xenorights, a defunded military, and limited colonisation. Their anti-military views have put them at odds with the general Sol public, who see the Gilgamesh Confederation as a threat. They have begun attracting former members of the DA, whose radical views on pro-decentralisation have found a home within the Reform Party. Their primary voting block is Anti-War, Pro-Sapient Rights, and a general catch-all pro-planetary autonomy party.
The Socialist Labour Front (SLF) are a union of left and far-left voters typically employed within the shipbuilding or other industrial workers who are dissatisfied with the way corporations have undue influence over their lives. They are pro-union, pro-rights, and anti-vatgrown worker. They largely work outside of the Sol Senate, instead focusing on winning local and regional elections. This has had the effect of giving them a presence on nearly every Sol world.
The Capitalist Front are a reactionary movement founded in response to increasing restrictions and limitations imposed on corporations, and call for a system of government in which power lies with big business. While on the surface this party is largely unpopular, it has been kept alive and well by sizable donations from 'anonymous' corporate leaders.
The Solarian Order (SO) are a catch-all group of ultra-nationalists and militarists. They see the 'honourable peace' with the GC at the conclusion of the Serajji Conflict as an insult, and seek a return to a militaristic and honourable Sol. They venerate devotion to Sol, and seek to unite the people under a popular and strong Secretary-General, and a highly corporate economy. The party are vehemently anti-human racist, and are not anti-xeno specifically, but promote a colonialist mindset in which humanity are the dominant and civilized species that is 'benevolent' and 'kind'. (Paternal, Patronising, and Colonialist.) The Solarian Order allegedly has, or had, ties to the Unitarian Party the fascist group responsible for the People's Republic of Lordania. The SO's leader, Andrew LeVooch has attempted to distance the party from the more radically right wing beliefs of his predecessor, Andreas Dariç, but the party continues to decline in support.
The Poincarist Party (PP) represents the growing followers of Louis Poincaré and his political theories - collectively known as Poincarism. They seek the creation of a unified, multi-species entity, and represent the growing concept of "Pan-Galactism". They reject tyranny in all its forms and are aggressively anti-authoritarian. While largely rejected for their message of peaceful unification between Sol and Terra, the idea of a pan-galactism has found followers across all political spectrums. Since the disappearance of Poincaré in the mid 80s, much of his written work on Capital Authoritarianism - the idea that corporations and politics are so entwined, that any fight against corporations will also be a fight against governments - has been reproduced by various anti-capitalist groups, who have been drawn to the Poincarist movement because of this. Their primary base continues to be the planet Nouveaulyon, located in the Confederate Systems of Lordania. They have influence in all corners of Sol, as well as some parts of Terra.
The National Autonomy Party (NAP) are a regionalist, democratic socialist party campaigning on civic nationalism platform. The advocate for greater autonomy to individual member states, greater recognition of the individual cultures of humanity, They desire devolution under a unitary state, and greater recognition and rights to sapient beings. Due to their desire to completely change the system, they have seen little popularity in mainstream politics, but have always kept a foothold on outer worlds such as Tersten where Sol influence is limited.
Territory
While Sol's influence stretches for roughly 50 light years, the majority of its territory lies within a 30LY radius from Sol. These are its major sectors, with the UNSAS divided into multiple different regions, rather than one bloated mass. Each sector has its own government and representation, with planets sometimes identifying more with their sector than with Sol. The Capital of Sol is located on Earth, in the Sol System. The UNSAS is made up of seven sectors:- The Sol Central District, is the core of human activity, containing the Sol System, Alpha Centauri, Wolf 359, Barnard's Star, Luhman 16, and Luhman 17. It contains the homeworld of humanity and its capital, Earth. Despite this position of power, the SCD is also home to Sol's largest wealth gaps, with the distinction between rich and poor being clearly defined, and on some planets, enforced.
- The Bulwark is Sol's military stronghold, containing the systems of Hyperion, Murcia, Hensath, and Ferrumia. It is a military garrison is contained within Fleet Station Four, high above the planet Ironbrand. The region suffered several devastating losses during the Serajji Conflict, with the remains of the Sabre Fleet's final stand being turned into both a war grave, and historical museum. The Bulwark remains Sol's military heartland, and its people often reflect that history.
- Prosperity is a small region of Sol commonly known as “Middle Sol”. It contains eight systems, many of which are highly developed worlds, including Tau Ceti, Groombridge, and Theia. Beyond that, the systems of Xavier, Winterlude, Nicaea, Brimus, and Kruger are all within this sector. It is here that Sol's largest middle-class populations exist, usually in the employ of the many corporate holdings and offices across the region. It is also home to Sol's largest university, and many joint government-corporate research facilities. The region has extremely lax corporate laws, even compared to the rest of Sol, something that brings it great profits, at the expense of an ever increasing corporate reliance and dominance of their politics.
- Austrinus is a sector located at the border between Sol and Manora. It has often found itself at odds with its neighbours in recent years, both with Sol and outside, as it contains a sizeable Manoran population, many of whom have lived in the area long before the war. It also contains the Serajj DMZ. It has various systems under its control, from E. Eridani and its cityworld of Bastelli, to the small and slowly collapsing colony world of Athenia in the Partheno System. As it lies on the border between Sol and Amara, Austrinus finds itself struggling with itself and the wider community.
- Canis is considered a melting pot of cultures and political ideas, containing eight occupied star systems, and lies between Sol's Expansion Zone, and Sol's Central District. Its capital is the administrative hub of Sobdet, located in the Sirius system. Canis is a small, but highly developed sector, with strong independence tendencies. During the Collapse of the First Solar Republic, Sirius remained independent for a total of ten years, far longer than most others, leading to a proud tradition of 'freedom'.
- The Sol Expansion Zone is a region of Sol sandwiched between the Lordanian Cluster, the Fregherikan Democratic Republic, and Canis. The people of the Expansion Zone are some of the few distant colonies that remained tied to Sol. In the recent decade, it has seen renewed interest by the governments of Sol and Lordania, both of whom have begun working together to colonise and expand Sol influence both within the Non-Aligned Expanse, and its close borders.
- The Second Lordanian Republic is a largely autonomous Republic within the greater Sol community. It is the most recent acquisition of Sol, who were invited to govern the Lordanian Cluster, though currently control half of it, with the other half under the control of the Confederate Systems of Lordania. Though autonomous, the Second Lordanian Republic and the United Nations of Sol-Aligned Systems share warm, and close relations, and it is expected that the Republic will eventually be fully integrated once the Lordanian Question has been handled.
Government
Theoretically, the governance of the UNSAS is meant to be simple and scalable. Representation and legislative power rests in the hands of the Assembly and the Senate. With the Assembly functioning as a lower house and the Senate the upper. The Secretary-General, elected by the Senate, serves an eight year term and functions as the chief executive of the UNSAS. The Secretary-General has wide-ranging powers and authority to conduct their business and oversees the various committees and departments that make up the government. The UNSAS is divided into Member States and Sectors. Member States are part of their local Sector, which is responsible for maintaining and overseeing all interstellar functions, such as Gateways, Policing, Mail, and Health, as well as the enforcement of Federal Law. Member States are individual planets, habitats, and installations with a population over 100,000. These states are generally left to their own internal affairs, so long as they comply with UNSAS law, the Charter, and the Sector Administration, with matters of local government, representation and non-Sol laws and ordinances being their domain. However, each member state is expected to contribute to the UNSAS budget, and those with a population above 100,000 are expected to maintain their own Planetary Defence Forces separate from the UNSAS Defence Forces, though able to be integrated into it during times of war. This has only happened once, during the Serajji Conflict. Sol influence is prevalent in all affairs, operations, law and government matters in the void between worlds, gateways and outposts being under the direct governance of its appropriate Sector. In addition to this, any UNSAS facilities and installations within a member state are under the direct control of the UNSAS itself. For the majority of member states, the UNSAS represents itself in the form of a garrison or detachment, as well as hospitals, aid and education facilities and SFP offices. These are maintained and administrated by the Sector, on a per-case basis. It is not uncommon for sectors to have vastly different budgetary priorities. While the UNSAS does not typically interfere in local matters and negotiations between member states, it alone is responsible for any external negotiations. There are a number of NGOs that encompass a variety of functions, specialisations and areas, ranging from diplomatic services to law enforcement and exploration. Many of these are funded by the taxpayer of Sol.Charter
Signed shortly after the founding of the UNSAS in 2229, the Charter is both the founding treaty and the constitution of the UNSAS. It was inspired both by the Charter of the United Nations (1945) and the Constitution of the Solar Republic (2130), both of which declared the inalienable rights of humankind. The Charter defines the layout, function, and the powers of the UNSAS. It mandates that all member states of the UNSAS uphold the Charter, and punishes member states that break it. The signatory date, November 9th, is now considered a national holiday in Sol space, known as "Charter Day". (It's a really good excuse for a day off work and a party.)Solar Senate
The Senate is the most powerful governing body in the UNSAS. It is responsible for acting as a check on the Assembly and the Sec-Gen. With a majority vote, the Senate can veto decisions made by the Secretary-General, though such action is rarely taken. Similarly, with the same majority, a vote of no confidence can be called by the Solar Senate on the Secretary-General. This has only been successfully carried out once in the history of the UNSAS. The 2294 Vote of No Confidence against Sec-Gen Jaques Croussier. The Senate is also, without the input of the Assembly, able to direct the deployment of the UNSAS Defence Forces for peacekeeping operations, though not declare war. Senators are also responsible for forming and chairing committees, which are responsible for monitoring, quality control, and setting policy on the aspect for which they are responsible. At the behest of the Secretary-General, committees can also be formed for more specialised tasks, such as overseeing aspects of foreign relationship, or handling investigations into specific issues and pressing matters. Unlike the Assembly, which merely requires a population, membership in the senate is limited to planetary bodies, with each planet sending three elected senators. This also includes occupied moons, such as the various moons of the Sol System. Corporations are not allowed to participate in the Senate, though this has not stopped them trying to represent their interests via corporate-aligned UNSAS worlds. The Senate is seen as a more professional political body, and the nature of their work places each senator under intense scrutiny.Solar Assembly
The Assembly, the largest group,consists of elected representatives from every single UNSAS planet, orbital installation group, gateway, and corporate entities with a population exceeding 100,000 persons, with four representatives per 100,000 persons. The Assembly is a place of political infighting, backpedalling, manipulation and intrigue with a low bar for entry and limited restrictions on assemblymen. The Assembly is overseen by the Speaker, who is responsible for setting the schedule, and mediating discussion and enforcement of protocol. The Assembly may draft, submit and forward legislation and motions which, when passed, must then be ratified and voted upon by the Solar Senate, before being signed by the Secretary-General. Outside of their putting forth legislation and voting, Assemblymen often partake in tours, inspections and observation of a myriad of UNSAS departments, groups, projects and facilities, forming observer committees. The UNSAS maintains its own standing police and military forces under the authority of the Committee of Defense and Security (CDS). The CDS is also responsible for managing intelligence, counterterrorism, and border security in UNSAS territory. The committee is subject to serious oversight, with internal tensions brewing over the current cold war with the GC. Communications traffic between sectors is heavily monitored, and gateways and space lanes are heavily guarded. Pilots who intentionally stray too close to sensitive UNSAS assets can expect to be heavily discouraged from trying again, though incidents involving loss of life are extremely rare. Though the most visible parts of the CDS are the Defense Forces and the SFP, the CDS also manages the Office of Interstellar Intelligence, the Bureau of Counterterrorism, the Assembly Security Agency, the Emergency Management Bureau, the Emergency Rescue Service, the Bureau of Border Security, the Defense Intelligence Agency, the Bureau of Corrections, and the Home Guard.Defense Forces
The UNSAS Defense Forces consists of the Sol Army and the Sol Fleet. The army handles operations on planets, moons, or larger planetoids, while the Fleet, along with its Armsmen, holds responsibility for operations in space, aboard habitats or vessels, and within the gateway network. Most member states maintain their own planetary defence force, which largely serves as a reserve. Many citizens choose a career in the Defence Forces over their own planetary force, though this is not universal. The Fleet is by far the larger component, comprised of a handful of massive battlecruisers and supercarriers, dozens of medium vessels like carriers and cruisers, and hundreds of smaller vessels and strike craft. Five standing fleets operate under Fleet Command; they are spread throughout UNSAS space undertaking security details and patrols. The Army is smaller and maintains minimal troop numbers during peacetime. In the past, the Army was an integrated force comprised of military personnel from across the member states serving alongside UNSAS regular forces. However, following a reorganization of the army shortly before the Serajji Conflict, the Army during war now directly integrates PDF's as-needed to bolster their forces, moving them under an integrated command until peace is achieved. Large concentrations of UNSAS Defense Forces are seldom seen outside of Sol territories and its immediate neighbors, though outposts in hostile areas or past the border of UNSAS space typically retain a small garrison. Every gateway in UNSAS territory has a crew running traffic control operations, as well as a number of vessels protecting the gate itself. Smaller, faster vessels perform customs work and patrol trade corridors. UNSAS military presence increases with proximity to the inner systems. Only on two occasions have UNSAS Defense Forces been mobilized for a major peacekeeping operation, with both operations occurring in response to gross violations of sapient rights in non-member states. The most major of these was the occupation of the Lordanian Cluster in 2280, following the collapse of the fascist state in control of the region, where UNSAS Peacekeepers and Defence Forces were deployed to the region, half of which has since become a member of Sol. Occasionally, lighter forces are tasked to assist member states requesting aid in managing crime or civil unrest.
