Qualifications
These appointed leaders of society are granted such stature by the grace of the King. Chosen from his trusted advisors, allies, or deserving military leaders. It isn't entirely uncommon for a Jarl to hold his stature for longer than a traditional ten year term, nor is it likely that due to some mistep they find themselves on King Jaqulamars chopping blocks.
Appointment
The commensment of Jarl ship is a private celebration of Nobles within the capital city of Soithune with the presence of the King who then formally announces and raises the Jarl as the honored guest of the celebration by showering them in glory for an evening before moving them onward to their post.
Duties
Morality is subjective, some Jarls grace their people with lower taxes and better living standards but at the cost of the cities coffers and defense, while others rule with an iron fist and grant little to no le-way in the breaking of laws or missed taxes.
Responsibilities
Maintain order by appointing council leaders to their assigned holds and managing any and all legal disputes, law approvals and ammendments within their hold as well as providing such information to the King as such things need the Lords approval.
Grounds for Removal/Dismissal
The King has full disclosure over who is to become a Jarl, although given evidence by trust worthy sources about the misdeeds or even great deeds of an individual can be enough to persuade the King to remove or appoint an individual.
