NEO-Keihin Gang (京浜同盟 Kei-hin Dō-mei)

The Keihin Gang is a Hangure gang originally based in Kamurocho, reformed as the Neo Keihin in late 2020. The gang functions as an amalgamation of four distinct factions, each led by one of the “Four Sovereigns,” representing different criminal specializations. Their operations range from street-level ruffian activity to highly organized white-collar and ex-yakuza enterprises.   The Keihin Gang primarily asserts influence in former Kamurocho territories, leveraging both physical intimidation and strategic secrecy. Early developments included consolidating disparate street gangs and absorbing remnants of the dissolved Koga Family to strengthen their presence.

Loyalty to the Four Sovereigns and respect for internal hierarchy.   Strength and intimidation as primary tools for maintaining influence.   Pragmatism in operations: hire-outs and tactical flexibility are encouraged.   Flexibility in alliances, taking opportunities as they arise.   Acceptance of unruliness and autonomy within smaller factions like the Jukugo.   Emphasis on maintaining operational efficiency and profitability over ideology.

History

Street Origins

The Keihin Gang emerged from a coalition of individuals seeking to consolidate criminal influence in Kamurocho. The Koga faction, its most structured component, directly evolved from the Koga Family, a former yakuza organization led by Matsuhisa Koga’s father. The Koga Family was dissolved in 2017 following the implementation of the 3K Plan, which destabilized the local yakuza scene.

Establishment Era

The gang grew by incorporating diverse criminal specialists: street ruffians, bodybuilders, sumo-style fighters, and white-collar criminals. Each faction carved out operational niches, from localized street control to hired enforcement and covert political-financial influence. Recruitment emphasized both loyalty and skill, with each sovereign overseeing multiple squads to ensure cohesion.

Present Day

Currently, the Keihin Gang operates with both overt and covert presence in Kamurocho, Okubo and Yorichio. The Neo Keihin rebranding in 2020 modernized their image signaling a recommitment to original identity and methods. The organization balances the unruly, confrontational nature of factions like the Jukugo and Kinniku with the disciplined, secretive operations of Koga’s group.

Organizational Structure

Overall Faction Hierarchy

The Keihin Gang is organized around the Four Sovereigns, each controlling a primary faction. Authority is distributed through squads, with each squad typically comprising three groups of ten members each.

Internal Subgroups

Each group consists of one Bro, sometimes two Big Bros, and eight lil ones (subordinates), although Koga’s faction operates with a more business-like hierarchy. The factions specialize differently:   Jukugo (Kenta Kasai): Small, unruly street ruffians.
Kinniku (Renji Honda): Bodybuilder-dominated, physically imposing combatants.
Seicho Group (Kaito Sakakiba): Overweight sumo-style hired fighters.
Koga Group (Matsuhisa Koga): White-collar criminals & ex-yakuza, with political reach.
 

Individual Roles

Four Sovereigns: Faction leaders, ultimate decision-makers.
Bros / Big Bros: Squad leaders, responsible for operations and enforcing directives.
Lil Ones / Goons: Foot soldiers, carrying out both street-level and specialized tasks.
 

Rules

Commands from Sovereigns are respected but not blindly enforced, encouraging autonomy in lower squads. Koga’s faction adheres to stricter internal discipline, mirroring pre-yakuza-war business structures. Internal promotions are based on skill, loyalty, and operational success.  

Operations and Facilities

The gang operates out of former Kamurocho territories, with Koga’s faction maintaining secure headquarters designed for both administrative and covert activities.   Division of Space Operational areas are segmented according to faction needs: Jukugo and Kinniku handle street operations, while Seicho Group handles hired enforcement and negotiations. Koga’s group maintains offices, secure meeting rooms, and discreet storage facilities for illicit transactions.   Specialized Facilities Training areas for physical conditioning and combat practice are maintained within faction territories. Koga’s faction also utilizes confidential spaces for strategic planning and liaising with political and financial contacts.   While some factions operate visibly on the streets, Koga’s group emphasizes hidden influence and low-profile management, blending traditional yakuza secrecy with modern corporate methodology.
