Cat Burglars
Most Felidasi avoid the City-States Region due to the region's noted xenophobia, prefering to sate their wanderlust by serving with the Korth'an Wardens or simply exploring the lands around the Korth'an Conclave. Every once in awhile, though, curiosity wins out and a lone felidas (or a small group of them) will journey to the north to see what the human lands are like. Given their propensity for stealth, mischief, and desire for shiny things, they will frequently spend their nights sneaking through city streets and rooftops, accruing collections of objects liberated from human homes.
Most will tire of the cities over time, returning to their homeland and their families, but a small number will find such joy in thievery that they will remain. While the small-time "hobbyists" that return home usually just spend time collecting baubles, those that stay longer and start going after bigger prizes will invariably find themselves contacted by another felidas. This one will be a veteran thief, one who has spent years working within the cities - and getting paid for the privilege.
Across the City-States Region, there is a band of a few dozen Felidasi thieves. They don't have an official name but they're collolquially referred to as the "Cat Burglars" by those who know about them (usually those who offer them work). They function as a sort of guild, led by a venerable rogue named Meouch. Acting as a commander of the organization, he'll dish out jobs that have been passed on to the group by fixers. These jobs are usually to acquire specific valuable objects from well-guarded locations such as art or documents. The Burglars will never take on work intended to harm people directly nor will they steal from the poor.
