Brilliance
Brilliance is a subterranean Dwarven city whose nearest entry or exit to the surface is in Plover Caves. While Plover Caves do belong to the Delian Empire, Emperor Dralara Narivrax made a trade deal with the Dwarves that allows them to retain self-governance in exchange for special crystals that grow naturally in and around Birlliance's territory, which is a crucial element of magitechnology's ability to store and channel magical energy.
