Chancellor Sir Winfield Scott appoints Horace Mann to the newly created Office of Education, seeking to reform the nations educational system based on the Prussian Method. Most notably excluded from this model are the state of Freeman and the territory of Sequoyah. Though Freeman would be incorporated eventually, the Prince Regent fails to effectively integrate it among the tribal officials due to fears of losing cultural identity.
