The Referee
The Referee is an ancient spirit that existed in Halika before even the Architects entered this world. It is possible that the Referee comes from the same place that they did, from beyond the planes known to mortals.
The Referee acts as a mediator, rule-maker, and facilitator for other divine beings. It is she who invited the Static and the Architects into the world; it is she who watched over the world while the Architects slept. The Referee planned and presided over the Apocalypse, creating clear rules that both Creators and Destroyers were forced to follow.
The Referee rules over the Other Place, a mysterious timeless dimension apart from all the rest. She appears as a Human woman with red slit-pupiled eyes with long black hair, wearing a robe of checkered black and white. She is friendly but detached, with very little regard for the lives of others.
The Referee's goals are unknown.
