Overseer Kova Etavia

Overseer Kova Etavia was the overseer of the selkie dominion of Loanua from 2014 ME to 2017 ME, ruling a coalition of settler states in the name of the selkie Khilaia. Kova seized the position from the former selkie overseer, Overseer Otoma Dashalui, by force in a sudden coup in late 2014 ME and spent her few years in charge rapidly escalating the Loanuan Settler War. Thanks to the efforts of Potha Sarana, Virtue of Norinar, and others, Kova was overthrown during the First Tailotha Uprising.    Kova was a callous woman even before she began her road to power, when she was just a common merchant ship captain. A chance encounter with some of the first monsters of Safia the False Halcyon back in 2013 ME led to her becoming mentally unstable, desperate for escape from the Apocalypse. She gathered a group of concerned selkie nomads and created an ambitious scheme to escape the end times: they would seize the island of Loanua from its aloof and apathetic Overseer, and then use the island's isolation and resources to make it into a fortress against the apocalypse that could potentially weather the end of days. Further reports of dark tidings abroad drew others to her banner, giving her the strength she needed to ambush and exile the old and comfortable Overseer Otoma.    Kova was better at selling her idea than she was at executing it. She worked to unite the settlers to conquer the island but was ineffective at first. Over time she fell into despair and hedonism. Potha Sarana was able to weaponize this hedonism and despair against her by triggering a panic episode in the middle of diplomatic talks, convincing her allies that she was too weak to lead the settler alliance against the new Indigenous coalition. This turned into an all-out coup when Kova failed to stop the First Tailotha Uprising.    Following the uprising, Kova was imprisoned by her own former allies and kept as a puppet ruler for other settler elites.
