Kailopali Caverns

Below the island of Kailopali is a great underwater mountain, and old extinct volcano riddled with caverns and lava tubes. All across the submerged mountain is a verdant kelp forest, much richer and wilder than the carefully managed seagrass prairie all around it in the Selkie Shallows. The bones of long-dead Leviathans are scattered all around, with many of them lifted and decorated as trophies by the local Cephapeople. Squiddles are everywhere here, filling the mazelike caverns with sound and life. Structures of woven seagrass and Crabcow chitin serve as homes for these squiddle, and many are illuminated with valuable Continual Flame lanterns. Woven through the labyrinth of rock is an equally mazelike palatial complex, humming with bureaucrats and servants and life.    Deep within these caverns is the favorite nesting spots of Kailio, the great otter. And to the Dohobeb Priest-State that controls this underwater space, this is the palace of the Otter-God - as close to heaven as any mortal can get while alive. The Dohobeban Heartwards, the elite priestly caste, largely lives in this mountain. They use these caverns as both a palace of government and a place to pamper their beloved otter-god.   Kailio isn't always present in these caverns - sometimes he goes to rest in other hidden places, especially when the priests get too needy.
