Assembly District

The Northern interior of the city of Halamahi makes up the Assembly District, the elite part of the city most closely associated with the Motosui Assembly, Selkie Politics, and the Selkie Great Clans.   The Assembly district is broken into distinct neighborhoods, all of which orbit and reflect the power structures of selkie politics. Each of the Great Clans has a neighborhood aligned with them, kept in orbit around a clan manor by chains of patronage. Between these twenty clan bubbles are neighborhoods that cater to elites: luxury goods shops, artisans who work tirelessly to support the manorial staff, and small pockets of poor labor kept on call to build, clean, and refurbish all the shining strongholds of the wealthy.   At the heart of this district is the Assembly Complex, the center of government in the selkie Khilaia. This is where the Motosui Assembly meets to debate and pass legislation. This is also where the Treaty Court, the chief judiciary body of the Khilaia, is.   Rings of cafes, bars, shops, and luxury rental apartments surround the Assembly Complex, catering to the many Motosui Representatives and their staffs.   Near the border between the Assembly District and the Pilgrim's Port, near the Assembly Complex, is the Imperial Plaza - a memorial area with many statues to old selkie heroes where public ceremonies are conducted. Located along the plaza is the Emperor's Rest, a very fashionable entertainment venue popular among rich heirs.
