Stewards of Colliers
Originally founded by the merchants and industrialists profiting from Reeds' peat industry, the guild has since been internally taken over by smugglers. The group has established itself as the de-facto governing body of Biyllmoor, using the Lord of Biyllmoor as a puppet. Whilst morally corrupt and only interested in their member's economic gain, the Stewards of Colliers tend to be untroublesome and agreeable with higher powers. As a result they are largely left alone - an arrangement that many Stewards are happy to maintain.
Structure
Technically, all Stewards are of equal level, each having an equal say in the guild and all sharing the same rights. However, naturally certain individuals tend to gain more clout amongst the Stewards than others and so control more power through the voices they sway. These tend to be the most charismatic individuals or, more commonly, the wealthiest. It tends to be that those with the most cunning or coins control the conversation.
Culture
There tends to be one rule shared amonst the members of the guild, that being that business is good. Members are for the most part united by their shared economic interests, the majority of which is smuggling goods into the Empire, and flaunting wealth. Whilst the nature of the business can bring unsavoury characters into positions of power, all members agree on preserving the status quo.
Public Agenda
The guild naturally believes in free trade, reducing checks, taxes and fees for the transportation of goods. Strong maritime trade is promoted, with constant proposed expansions to the docks and warehouses, whilst simultaneously weakening the administration behind it. Most members are smugglers and so try to make their job easier and more profitable.
Assets
The Pitbank and the piers of Donnax Docks are the only official assets of the Stewards of Colliers, both being largely funded and constructed by the guild. However, a large proportion of Reeds is unofficially owned by the guild through its members.

Despite being the official Lord of Biyllmoor, the Stewards of Colliers are in control. Only through the permission of the council can the Lord act, harbouring resentment from the Lord.
The Stewards are mostly dismissive of the Lord, paying little attention to him. He is used to represent the Stewards' interests in Imperial affairs and, should he behave, the Stewards leave him
