Seat
A Seat is the formal right of representation a Stolm holds within the Kronhaus, and the primary mechanism by which local power enters the republic’s governance. A Seat is not a person, but an office: it may be occupied, contested, inherited, or left conspicuously empty. Whoever holds a Seat speaks with the authority of their Stolm, regardless of how that authority was obtained.
In theory, Seats are filled through civic or regional selection, reflecting the will of a Stolm’s people. In practice, many are secured through patronage, dynastic succession, mercenary leverage, or quiet coercion. Some Seats are stable and respected; others change hands frequently, or exist only on paper.
