The refuge
The King’s Refuge was created by the king, his nobles, and his followers after he was exiled from the Golden Valley. The city itself accepts any refugees who might want to flee the Valley, although not many seem to be too keen on doing so. The city itself heavily empathises the need to be self-reliant and does its best to stay as such, semi-successfully. The largest issue for the refuge is the frequent raids from the East, against which the king has raised an army, yet it’s far from strong enough to stand against every raid and they often have to ask for help to rebuild from other settlements, mainly their allies. There isn’t much written history about the city, as it is still very new, at least compared to all the other existing cities. An opressor or a liberator?
The king always had some interest within the supernatural, but he's been keeping everything to himself for the most part. Although, ever since he was exiled, he became much more vocal about this. His comments consist of talks of something as simple as spirits to something as large as a supernatural threat. The king hopes to once return to his place of origin, the Golden Valley, but not as an opressor, rather a liberator.
Whilst the army deals with the Halfling raiders, the partisans deal with the other settlements, mainly the Golden Valley. Their purpose lies within creating instability within other settlements so that they can later be conquered once the right time comes. Whilst many might call this move cowardly or counter-productive, it is very well understood that they will not submit to the King peacefully, and "The damages only account to the greater good of the survival of the world".

City
It is mostly the nobles who fled alongside the king, as they were the ones deprived of most of their wealth and seeked to get it back, although who also followed were one of the most powerful artificers the city had to offer, as those often had very close ties to the nobility. These artificers would soon prove very useful in construction a new city from scratch.
