Longharrow

  Longharrow, on the east coast of Erask, is the great nation of the Dragonborn, the centre of their culture and home to the greatest population of the lineage on Ojien. The Lonharran dragonborn consider the land an inheritance from their creators, the Dragons, and do not sully it with the touch of any God. Longharrow is perhaps the only nation of consequence founded without a Divine pact, instead founded on the legacies of the dragons and maintained with a complex mixture of democracy, aristocracy, plutocracy and good, old fashioned graft.   The heart of this heart is the Great Hall of the Law in the mountain city of Highharrow. Built within a labyrinth of tunnels in the flank of Mount Harrow, said to have been the orignal lair of Jhiev the Lawspeaker, Highharrow is the centre of dragonborn culture, scholarship and artifice. The Great Hall, where lawgivers debate and lawmasters pass down their rulings, was once the heart of Jhiev's hoard, before the Golden Dragon withdrew to her current home on Mount Corian.   Longharrow also has two thriving ports. Sarke, in the south, is a hub for international trade. Harrowport, at the mouth of the River Harrow, which flows from the mountain of the same name, is a centre of military organisation and Longharran diplomacy.  

The Legacies of Longharrow

The backbone of Longharran society is the constitution known as the Draconic Legacies. The ten legacies - one for each dragon - lay out what are believed to be the fundamental rights and legal duties of every dragonborn.
Legacy Law
The Golden Legacy, the Law of Commandment The commandments of the dragons are deemed to be inviolable. Every known and verified commandment of any of the ten is recorded on tablets of incorruptible gold and stored in the Lexicon, a vault of such tablets in the catacombs below the Great Hall of Law.
The Red Legacy, the Law of Sovereignty The dragonborn are deemed to have an involable right to govern their own affairs. At its most extreme, this is taken to be a divine grant of immunity to any other nation, but more often only to the sovereignty of Longharrow.
The Silver Legacy, the Law of Consensus Any law debated by the Lawspeakers and passed by the Lawmasters in Highharrow, are binding on the dragonborn. Whether this applies to non-Longharran dragonborn outside of Longharrow is still debated.
The Blue Legacy, the Law of Inquiry All dragonborn have the right to conduct such searches and investigations as are necessary for them to establish truth and expand the sum of knowledge.
The Copper Legacy, the Law of Precedent The ruling of a Longharran court or lawspeaker can only be overturned by a superior legal authority.
The Green Legacy, the Law of Discretion A dragonborn has the right to conceal, obfuscate, or even misrepresent their personal affairs, even in a court of law, if in genuine fear of harm beyond the legal consequences of their actions.
The Bronze Legacy, the Law of Retribution The wronged party in a legal affair has the right to expect, and to demand, just and proportionate restitution.
The Black Legacy, the Law of Holding Within the larger law, a dragonborn has the right to govern the affairs of their own family, household and estate.
The Brass Legacy, the Law of Arbitration The first course in any legal dispute should be to seek a resolution in discourse and mediation.
The White Legacy, the Law of Answering A dragonborn has the right to exercise what they deem to be proportionate force in their own defence.
