Qualifications
They must have some form of schooling completed and have done an apprenticeship under their town/cities mayoral figure.
If possible, they will be trained into their duties from either the predessor or a neighboring Duke/Baron.
Must be born within the region they will be overseeing.

Appointment
The region's population vote, often electing the town mayor or village chief, to vote for the nominee. Thus creating a 'town/village vote' and a person's vote, the former carrying the weight of the population within said town or village.
Once the vote has been cast and counted the nominee becomes the Duke/Duchess. This is followed by a census and an audit of town/village budget allotments.

Duties
They ensure the census and audit are carried out correctly as their first official business. From then on they ensure that all under their 'rule' is given the resources they need, whether it's soldiers sent to aid as protection or monetary means for certain socio-economic needs.
Often, the Duke/Duchess will attempt to drive up populations in their respective regions or tourism to help the economy grow.
They collect taxes to be distributed to both the Kingdom and back into their region as well.

Responsibilities
They are responsible for the safety of their entire region and expected to have an appropriate amount of soldiers at the ready.
