Citizen's Council

The Council which Creates and approves Laws for the lands of Ambisie

Qualifications

To be appointed by the people they must have accomplished schooling or become a trade master
To be appointed by a Duke/Baron they cannot be related by blood or marriage; must be from the district they preside over

Requirements

Must be adult age based on species.
Must be a Citizen of Ambisie

Appointment

To be appointed by the people:
In the Dry Summer season when the colleges get out and graduation celebrations take place and celebrations for completeing training under tradesmiths, the graduates are then nominated by the teacher/tradesman and are then put to vote 2 days later. The nominees know they've been nominated but cannot vote. The people who vote must be adult age of their species and must be citizens of Ambisie and have lived in the district for 15 years.

To be appointed by a Duke/Baron:
They can be anyone that lives within their district so long as they have no relation (marital or blood) to said Baron, must be within 6 months of the birthday that marks their adulthood, up to 3 people can be nominated, the nominee/s spend 3-6 months being 'trained' under the Baron's tutelage, once the training period is over then the all the Barons vote on the nominees.

Duties

When the council members are officially inducted they must go over past laws that were admitted but not approved, present laws that people have asked to be revised/reviewed/redone and then may devise new laws that can be admitted.

Responsibilities

  • Go through taxation laws to adjust what is needed or should be changed

  • Overview laws regarding agriculture, building, schooling, millitary, imports/exports

  • View proposed laws admitted by the general population and/or from the Queen

  • Admit laws to the Queen for approval

Benefits

A portion of taxes collected from the people of Ambisie, as agreed upon by the Queen and the Barons/Dukes, is used to pay the council members for their job to the country.
Travel accomodations to be able to speak with citizens that they represent and to go to important holiday celebrations and festivals.

Accoutrements & Equipment

The council members must wear a specific green hat when doing official work outside the Chambers of Law, and a pendent on their clothes regardless of actively working or not.
Each member is given blank parchment, inkwells, quills, blank scrolls, pencils, and ather such things fitting their needs for doing their job effectively.

Grounds for Removal/Dismissal

To be dismissed a majority vote is needed of all members to dismiss another member.The Queen can call for the vote but must abstain from voting.
A member can be removed immediately if they have commited a crime and the temple of Tanontem has called for their trial.
There are 11 Districts overseen by 6 Dukes and 5 Barons; there is no difference in the nominees from a Duke versus a Baron.
Each District is allotted a certain number of nominees based on the population of the district they come from.
A Duke/Baron can nominate up to 3 people, but only 2 people per district can be from their pick.
For every 7,000 people (within one district) there's one "people's nominee." So a district like Zalfari has a population of 10,560 has 1 people's nominee and 2 Baron picks.
