Because The Touched who were in control of the city, (which are currently the priests from the Temple of Kisin), became greedy and wanted the gift of the Gods for themselves. For a time this was a good thing, because it kept those who wanted to harm the city away.

Conversation between Ramon de Miera and the High Priest Mental K'awai
The people inside are beautiful city, are content. All humans, no Genies, Fairies or other creatures that life inside the Fairytale Forest. Everyone has his/her job to do inside our city.
Good, those creatures are destroying the new Faith. Not that I am going to bother you with that, Mister Mental K'awai. Your faith is unique, and I never want to go against it.
We both know that this is a lie, Ramon de Miera. And suspect us to react with force when you try.
Government
El-Dorado is ruled by a King, and he is assisted by the High Priest of the Temple of Kisin. Or rather, King Nacon Voltan is more a puppet of the High Priest.

But both have their own job, and it somehow works. The people are content, there is food, there is no sickness, no strive. But there is only one religion, only one God that is being woreship. And every one who would go against the Temple of Kisin faces death.

The Royal Palace
The Palace is the official home of the King Nacon Voltan and his harem. It is also the seat of power, it is build out of golden brick and the inside is decorated with rich fabric and golden statues. Normal folk do not come inside on a regular basis, but the outside is just as breathtaking.
The Main Temple
Other then the Royal Palace, the Main Temple can be visited on a regular basis. The Main Temple is build out of Golden Brick and is the unoffical seat of power. The leader of the Temple is the High Priester Mental K'awai, who uses an iron grip on the city. But now lets go back to the building, the outside is breath taking. But the inside is richly filled with tapestries and statues, from the main God Kisin. And the stories that surrounded him. The citizens of El-Dorado
