Steward of the Seasons
Contrary to what the name might suggest, the Steward is not merely a figurehead; they are the Elemental Freeholds' sovereign. Serving as the leader of the Elemental Freeholds until the return of the Maiden, the Steward has full authority.
Their responsibilities are vast, encompassing spiritual guidance, ultimate judicial authority, and the strategic direction of the realm. They are the final arbiter in all matters of state and the acting sovereign who convenes and presides over the council.
Requirements
The Steward must be a descendant of Auradir Rylinnear, who first established the position and was put into it by the Elves of the Enclave.
Duties
Head of State
Legislation and Lawmaking
While the Great Houses can make edicts for their provinces, the Steward is the ultimate source of law and can issue decrees, edicts, and ordinances. Per the Elemental Covenant, any law passed by the Steward takes precedent.
Administration
The Steward is responsible for the day-to-day running of the Elemental Enclaves, which primarily includes appointing key positions, particularly in the Council of Mauribon, and ensuring the bureaucracy continues to function.
Justice
The Steward is the Supreme Judge for the Elemental Enclaves, being the final court of appeal. The Steward can hear any petition directly and can issue pardons and commutations.
Taxation and the Treasury
The Steward is the ultimate authority for collecting taxes and managing the Maiden's treasury. This includes delegating how these funds are spent.
Command of the Military
The Steward has full control of the Enclave's military and can determine when and where they are used.
Military Leadership
The Steward often marches at the front of the army during a time of war, or appoints his heir if of advanced age. They have the final say on any military strategy and determine when to declare war and when to seek peace.
Defense of the Realm
This is one of the primary duties, and much of the responsibilities of the Steward go towards ensuring the borders are secure, the fortifications are maintained, and the troops are ready if needed.
Calling the Banners
The Steward has the authority to call on the vassal houses to raise their army and provide military service as needed.
Diplomacy and Foreign Relations
The Steward represents the Elemental Enclaves to other nations and powers.
Treaties and Alliances
The Steward has the final say on negotiating and signing treaties of either peace or trade with foreign powers.
Ambassadors
The Steward appoints ambassadors, as needed, as envoys to foreign courts. He or she also recieves any foreign dignitaries.
Protector of the Faith
Protection of Holy Sites
The Steward oversees the various sites, such as the Maiden's Dwelling, the Reflecting Pools, the Academy, and other areas, to ensure the purity of faith.
Moral Guidance
The Steward is meant to set an example to the rest of the Realm by his actions and creed.
Protector of the People
Public Works
The Steward oversees large projects, such as roads between settlements, rebuilding of cities, such as Caldor under the 1st and 2nd Stewards, and any fortifications needed.
Economic Stability
The Stewards often have a laissez-faire approach to economics, but seek to promote trade and regulate the currency.
Infrastructure
Ensuring the overall functioning of the Enclaves, from agricultural policies to managing guilds and crafts.
Accoutrements & Equipment
The Crown of Winter
This is the historical crown worn by House Rylin once they were made Chieftains of the Water Tribe millennia ago. It was damaged during the Siege of Mauribon amid the Great Storm, and it was refurbished by Auralon Rylin I to be the symbol of the Stewards.
The Elemental Rod
This is a ceremonial item meant to serve as the rod or scepter of the Steward while overseeing the Court. It has a central core of wood (Earth) entwined with a vein of pure silver (Water), and is adorned with a flame-like crystal (Fire) and polished glass (Air).

Historically, the Maiden has had sovereign authority over the Elemental Enclaves. Still, with her disappearance at the end of the Great Storm, the Steward was appointed to rule over the Elemental Enclaves until her return. This makes him/her the equivalent of a monarch in other societies.
