Sularus is governed by Harbormaster Bamud Hariri, a cunning brass dragonborn with deep ties to both imperial bureaucrats and independent trade cartels. While loyal to the Emperor in Halila, Hariri is known for creative interpretation of imperial tariffs and regulations, especially when it benefits Sularus.

Canals carved from ancient lava tubes weave between districts, now repurposed into cool, shaded trade routes.
