Sagara
Sagara is a multi-ethnic city ruled by the Dervish sultana Jayashri. It is illegal to harm a cat in the city, and the streets are overrun with strays, whom the locals feed and cherish (hence the common epithet: City of Cats). Sagara is famous for its craftspeople, both its jewelers (who are second only to the Koada'Dal) and its smiths (second only to the dwarves). Sagara's wootz steel blades are famous across the world. The city is divided into four quarters. Sewers underneath the city allow unobserved passage from quarter to quarter. There are also tunnels leading down into the Underfoot and Neriak.

The Four Quarters
The Quarter of Faith: This area is home to the city's Pantheon, the Theater of the Tranquil, the House of the Ashen Order, the Royal Palace, and the Hall of Truth (headquarters of the Knights of Truth, an order of templars split into two suborders: the Sword of Justice, who serve Marr, and Redemption's Song, who serve Erollisi). Cleric and Templar trainers are available here. The Ashen Order offers templar and cleric of Quellious training. Tassel’s Tavern is the only eating establishment in the quarter. The Trade Quarter: Located behind the island's gate, the Trade Quarter is home to all manner of craftspersons. The shop Armor by Ikthar offers high quality chain and plate armor while Groflah’s Forger offers high quality crucible steel blades (the best mundane blades for sale outside Kaladim. Smithing and jewelcrafting trainers are available here. Completing Groflah’s epic quest chain unlocks the ability for the player to craft Sagara steel weapons. The Cutthroats' Palace, the headquarters of the local thieves’ guild, is hidden beneath the Hogcaller’s Inn and uses the sewers and rooftops to move secretly around the city. The Port Quarter: This area houses the docks, warehouses and several taverns and inns (such as the Seafarer’s Roost, whose basement leads to the Underfoot and Neriak). There is a small temple here called the Shrine of the Sea and Sky dedicated to Karana and Prexus. Many orcs live in this quarter. The North Quarter: Home to Sentinel Keep, this quarter has many administrative buildings such as the bank and the magistrate's office. Sentinel Keep, presided over by Marshal Lucan D'lere, is the headquarters of the Sentinels of Sagara, the guards of the city. This quarter is also home to the Tower of the Moon, the home of the Arcane Scientists, the magicians of Sagara led by Opal Darkbriar. Level one of the Tower houses merchants offering enchanting and reagents. Three teleporters offer access to floors 2-4 (home of the Conjurers, Illusionists, and Evokers respectively). You must possess the sigil of the floor you wish to teleport to in order to activate a teleporter. The fifth floor is where Opal Darkbriar and the archmagus of each discipline meet to discuss guild policy. It is only accessible from teleporters in the upper floors. The roof is home to an observatory.THE CITY ENTRANCE
The city is accessible via a causeway from the main shore of Tharron. The island end is controlled by a large gate. The causeway stops at a small island half way between the city and the shore which serves as a market through which goods from land-based trade enter and exit the city. The mainland end is guarded by the Blue Fort, a massive gate house that controls entrance to the bridge. The Bazaar: The island at the causeway's midpoint is known as the Bazaar and is packed with merchant stalls. Farmers bring their products to the Bazaar to be sold to the city. Craftworks from the city are sold here to people living beyond the city's walls. It is the starting point for new players in Sagara. The Blue Fort: A large gatehouse guards the mainland end of the causeway. The Blue Fort is guarded by a large force of Sentinels. The stone walls of the fort have been plastered over and painted blue, hence the name. The Sandrat Camp: Several tents just south of the Blue Fort are home to the Sandrat Clan of Ratonga.FACTIONS
Arcane Scientists: The Rune Mage guild. Home to all three eldritch disciplines. The Ashen Order: an order of templars of Quellious. Allies of the Knights of Truth and defenders of the Coalition of Tradefolk. The Blades: The royal guard of Sagara. The Blades are loyal to the Sultana and answer directly to the Grand Vizier Dukarem. They patrol the Palace. The Coalition of Tradefolk: The merchants and craftspeople, but also the commoners and priests. The Corsairs: Considered pirates by most, the Corsairs of Sagara are a group of sailors who have letters of mark from the Sultana authorizing them to raid ships and settlements not under the protection of Sagara. The Dervish Cutthroats: nominally the thieves guild, but actually controls all crime in the region (everything from pickpockets and muggers in the city to highwaymen in the Commonlands and northern desert. Shop keepers pay the guild a protection fee. They pay bribes to the street level Sentinels to have them turn a blind eye to their misdeeds. The Cutthroats make use of the city's flat roofs to pass unseen. A network of ropes, beams, and rooftops known as the thieves' highway must be learnt by heart by any aspiring thief in Sagara. Dismal Rage: The agents of Neriak. Dismal Rage is a secret society worshiping Innoruuk and dedicated to furthering the goals of their masters in Neriak. Lucan D'lere and Opal Darkbriar are both members. They have a secret enclave under the Seafarer's Roost in the Port Quarter. The Knights of Truth: the clerics and templars of Marr and Erollisi. Allied with the Ashen Order and defenders of the Coalition of Tradefolk. Enemies of the Dervish Cutthroats and Dismal rage. Unhappy with the Sentinels due to their corruption. The Sandrats: the ratonga clan who make their living scavenging the desert.
