At the apex of Brelish society stands the sovereign, currently King Boranel ir'Wynarn. While embodying the nation's unity and serving as Commander-in-Chief of the Royal Army, the monarch's authority is not absolute. The Crown functions more as a symbol of national identity, a final arbiter in times of crisis, and the head of state, with significant executive power resting with other bodies. The King retains the power to appoint ministers, veto legislation (though sparingly), and conduct foreign policy, but these powers are often exercised with the consultation and assent of Parliament.

 

The true locus of legislative power resides within the Brelish Parliament, a bicameral body composed of two houses:

 
  • The House of Commons: Representatives are elected by the populace from various districts across the kingdom, ensuring regional voices are heard. This chamber holds the primary responsibility for initiating and passing legislation, approving the national budget, and expressing the will of the common citizenry.
  • The House of Lords: Comprised of the hereditary nobility, including dukes, counts, barons, and other landed gentry, along with high-ranking clergy and the most influential guild masters. Early Origins and Independent City-States

The roots of Breland stretch back to the initial human migrations from Sarlona to Khorvaire, centuries prior to the unified kingdom. These early settlers established numerous independent city-states across the fertile central plains and along the mighty rivers. Foremost among these were Wroat, a burgeoning trade hub on the Wynarn River; Sharn, the colossal City of Towers that grew from a dwarven holdfast; and Cairn, a resilient fortress city in the north. These settlements, while often rivals, shared a common resilience and a burgeoning spirit of innovation that would define the region. It was from these disparate roots that the eventual kingdom would arise, built upon a foundation of pragmatic governance and industrious enterprise.

The true genesis of Breland as a unified entity began with Galifar I, a visionary leader from the Wynarn line. In the wake of the War of the Mark, Galifar embarked upon a historic campaign of unification, bringing the disparate human settlements and incorporating other races under a single banner. Breland, with its strategic central location, fertile lands, and burgeoning industrial capacity, formed the strategic and economic heart of the burgeoning Kingdom of Galifar. For centuries, under the rule of the Galifar dynasty, prosperity reigned. This era of unity was shattered with the death of King Jarot ir'Wynarn in 894 YK. The ensuing succession crisis ignited the Last War, fracturing the glorious Kingdom of Galifar into five independent nations, Breland proudly among them. For over a century, Breland found itself engaged in a protracted and brutal conflict, fighting on multiple fronts against former kin: Aundair to the north, Thrane to the east, and eventually Cyre to the southeast.

 

Despite the immense strain, Breland's inherent pragmatism, its strong military tradition, and its vast industrial resources allowed it to endure. Under the shrewd leadership of Prince (later King) Boranel ir'Wynarn, Breland not only defended its borders but often seized strategic advantages. The war, however, came at a horrific cost, both in lives and resources, leading to a deep weariness that ultimately pushed the nations towards peace. The devastating Mourning, while not directly claiming Breland's territory, profoundly reshaped its eastern borders and left an indelible mark on the national psyche, intensifying the desire for lasting peace.

The Treaty of Thronehold, signed in 996 YK, formally recognized Breland as one of the Five Nations, ending the century-long conflict. King Boranel now presides over a nation striving for stability and prosperity in the new era. Breland remains a powerful and influential force, distinguished by its diverse population, its robust economy driven by industry and trade, and its relatively liberal political climate. It champions the cause of peace and regional cooperation, yet remains vigilant and prepared to defend its sovereignty.

It consists of both professional soldiers and a conscripted militia, with the latter being called upon in times of war or crisis. The army employs a wide range of tactics and weapons, including conventional infantry, cavalry, and artillery units, as well as specialized units such as the Garrisoned Infantry, the Royal Marines, and the Brelish Rangers. The Brelish Rangers, in particular, are known for their expertise in reconnaissance and guerrilla warfare, making them an invaluable asset in the kingdom's defense.

The Brelish Navy is responsible for maintaining the kingdom's naval dominance in the Thunder Sea and beyond. Its fleet consists of a mix of traditional sailing vessels and cutting-edge airships, both of which are designed for speed, maneuverability, and firepower. The navy is also known for its elite naval infantry, the Royal Marines, who are trained to conduct amphibious assaults and other specialized operations.

The King's Citadel is a specialized law enforcement and intelligence agency that operates both within the kingdom and abroad. The King's Citadel is known for its elite agents, who are trained in a wide range of skills, including espionage, combat, and magic.

In addition to these branches, the Brelish military also maintains a strong tradition of mercenary companies, which are often employed by the kingdom to supplement its forces in times of war or crisis. These mercenaries are renowned for their professionalism, discipline, and combat prowess.

Religion

Breland's citizens mainly belong to the Church of the Silver Flame or the Sovereign Host, though as a whole the nation isn't strongly religious — the Brelish have more faith in themselves and their king than in gods who never walk the land. Nevertheless, Sharn's eclectic cosmopolitanism extends to faiths as well; in the great metropolis can be found representatives and followers of almost every religion and faith. Some devotees simply pass through on their way to some other part of the continent. Others remain (although a lot of them still plan to leave when the opportunity presents itself) in the City of Towers and try to provide spiritual sustenance to the masses that flow through the city.

A few of the more violent and dangerous cults have forged hiding places within the nation. A Blood of Vol temple has been established, quietly and in secret, somewhere deep within the towers of Sharn. A number of separate groups devoted to the Dragon Below have long held positions of power and influence within the nation, thought they rarely reveal their true nature or intentions.

Foreign Relations

Aundair: Breland and Aundair share a long history of both conflict and cooperation. The two nations were once part of the Galifar Empire, which later disintegrated into five successor states, including Breland and Aundair. Tensions between the two nations have persisted since the Treaty of Thronehold, which divided the former empire's territories. However, Breland and Aundair have also engaged in trade and diplomatic relations, recognizing the benefits of cooperation in a volatile region.

Thrane: Breland's relationship with Thrane is generally amicable, with both nations sharing a common interest in maintaining stability in the region. Thrane, a theocracy governed by the Church of the Silver Flame, has a strong military presence, which can sometimes be at odds with Breland's more liberal policies. Despite these differences, the two nations have maintained a working relationship, often engaging in joint efforts to counteract external threats.

Darguun: The Kingdom of Breland's relationship with Darguun, a nation primarily inhabited by goblins, is complex and tense. Breland has a history of conflict with the goblinoid races, and the formation of Darguun as an independent nation has not significantly improved relations between the two. However, Breland has recognized the potential benefits of engaging with Darguun, particularly in terms of trade and resource acquisition.

Droaam: The Daughters of Sora Kell have been very busy trying to gain allies and new sources of revenue. They have made contact with most of western Khorvaire, most particularly Aundair, Breland and Zilargo. Because of this, many minotaur bodyguards and ogre laborers can be found in various Brelish and Zil towns. Thrane refuses to deal with Droaam laborers and mercenaries, and most adherents of the Silver Flame are deeply disturbed by these recent developments. The Sisters petitioned, unsuccessfully, to be part of the Thronehold Accord, and thus their nation remains unrecognized.

Laws

Citizenship and Immigration Breland is a welcoming nation that values the contributions of immigrants to its society. However, to maintain order and security, the government has established clear guidelines for obtaining citizenship. Non-citizens must first obtain a Visa of Entry, which allows them to reside and work in Breland for a specified period. After a certain number of years, they may apply for citizenship, provided they have paid their taxes, abided by the laws, and demonstrated loyalty to the Crown.

Taxation and Trade The Kingdom of Breland relies heavily on taxation to fund its government and infrastructure projects. Taxes are levied on various aspects of life, such as income, property, and goods. In addition, Breland has established a system of tariffs and duties to regulate trade with other nations. This system ensures that the Crown receives a portion of the profits from foreign trade, while also protecting local industries from unfair competition.

The parliament, in turn, would elect a prime minister to preside over the council and the nation. Ruken envisions himself initially filling that role.
