Whilst there are no formal requirements or qualifications, there are certainly some however they are rather vague. They are set by Waukeen herself and she determines on a case to case basis whether or not some one is fit to be her champion. These seemingly are the qualifications needed:
Faith: The Arch-Paladin must demonstrate an unwavering devotion to Waukeen, exemplifying the Church's principles in their actions and decisions. They should display a deep understanding of the Church's dogma and adhere strictly to the tenets of Waukeen.
Financial Acumen: Given the Church's focus on economic prosperity, the Arch-Paladin should have an intuitive understanding of financial matters. They should exhibit a knack for commerce and trade, capable of making astute financial decisions that further the wealth of the Church and its followers.
