Coalition of the Sovereign Institutes of Horus
This is the political name of the network of followers of Horus. This includes the network of Horus's followers who are dedicated to doing his work. The Clerics of Horus act as advisors to kings and other political leaders. The idea of inherited divine right to rule is rejected by the followers of Horus; the right to rule comes only when the individual proves themself worthy. According to the Doctrines of Horus, leadership is not only for males.

Dicastery of the Monasteries
The Coalition manages its monastic orders through the Master of the Lawful Cloister. This leader must hold the rank of Warrior Priest (Quorum Rank), ensuring that the monastic orders (which focus on discipline and martial honor) are governed by the highest military and strategic authority of the Coalition.
Culture
Horus's clerics are advisors to kings. Like most Pharaonic clergy, they wear white robes, but they also adorn themselves with golden crowns, bracers, and other symbols of their high office.
Mythology & Lore
The ruler of the Pharonic Pantheon, Horus is the son of Isis and Osiris. He ascended to take the throne of Ra, the Sun God, after defeating Set to avenge the murder of Osiris. He absorbed much of the divine essence of Ra, except Ra's essence as the Sun, increasing Horus's power beyond that of his parents.

The followers of Horus look down on any behavior that is deemed dishonorable. Horus, as a god of honor, will not tolerate his followers' behavior when it turns dishonorable. A follower who acts dishonorably, especially towards another person, loses all divine abilities granted by Horus and all Priesthood authority from the Institute.

- The Rite of the True Sight (Morning): A mandatory morning meditation and prayer focused on cultivating clear spiritual sight and upholding the Law (The Lex). Followers reflect on their duties as advisors and warriors, ensuring their intentions are free of deceit and self-interest.
- The Oath of Fidelity: Throughout the day, followers adhere to a continuous, internal Oath of Fidelity (covering honesty, chastity, and loyalty). This self-imposed discipline is the spiritual foundation of their power, as any violation results in the immediate loss of divine abilities.
Weekly Service (The Convocation of the Unbroken Scale)
The primary weekly gathering is a formal, spiritual service focused on moral instruction, righteous judgment, and the glorious legacy of Horus.
- The Tribunal of the Lex: This solemn service, presided over by the Vigilant of the Lex (Temple Priest), centers on the study of the Honor Code and the mythological history of Horus's vengeance against Set. The service includes a communal Pledge of Vengeance, where the assembly reaffirms its commitment to striking down Chaos and Evil in all forms. The focus is on the justness of the King's cause, not political maneuvering.
Annual Festivals and Special Services (Finalized)
The special ceremonies celebrate the spiritual and martial glory of their King and impose the Law of Merit upon the world's hereditary rulers.
- The Sanctification of Chivalry: This is a major holiday celebrating the day upon which Horus was born to Osiris and Isis. It is the holiest day for the clergy, as it is the only day of the year upon which a new High Priest may be ordained. If the High Priest's office becomes vacant at any other time, the Coalition automatically enters an Interregnum of the Warriors, and the Quorum leads the Coalition until the next Sanctification of Chivalry.
- The Festival of the Celestial Throne: This is the most important annual celebration, commemorating Horus's victorious accession to the throne. The service is filled with glory and awe, focusing on the Nobility and Lawful Rule of the King of the Gods. It culminates in the formal public reception of new Warrior Priests and Vigilants of the Lex.
- The Feast of Maekrix (The Questing Call): This service takes place on the closing night of the Festival of the Celestial Throne. It is a critical political and spiritual service in which Vindicators of Order perform a ceremony calling upon Horus to reveal the divine quests he desires for the heirs of Draconia’s hereditary kingdoms. This is done to ensure those heirs prove themselves worthy of their respective thrones.
- Delegation: The primary officiant is the Vindicator of Order, acting under the direction of their presiding Vigilant of the Lex.
- Exception: A Scribe of Glory may be permitted to perform the ceremony, but only if the Quorum of Eight Warrior Priests has first authorized the Vigilant of the Lex to delegate this power.
- Exclusion: Kingdoms with elective forms of government (like the Supreme Republic, the Empire of Sirine, and Isitor) do not participate. Horus does not object to their systems, believing elective leaders inherently demonstrate the necessary honor and worthiness, reserving the quest only for those prone to the complacency of dynasty.
- The Consecration of Arms: A necessary annual ceremony where all weapons and armor used by the Paladins and the Guardians of Light are spiritually purified and blessed. This rite signifies that the martial arts performed by the organization are sacred acts of Vengeance, dedicated entirely to the service of Lawful Order.
- The Rite of Restoration (The Penitent’s Return): A service held only for a dishonored priest or paladin who has completed the prescribed penance. The Vigilant of the Lex or a Vindicator of Order casts the Atonement spell, and the individual performs a public reaffirmation of their Honor Vows before the entire assembly, allowing them to formally resume their divinely sanctioned office and power.

This ensures the Supreme Strategos maintains absolute control over the spiritual licensing of the highest ranks.
